CSEA is blasting a secretive City of Glen Cove vote to transfer sewer operations to Nassau County. CSEA represents many full-time employees in the city, some of whom work at the water pollution control facility. These members now face the choice of reassignment to other city jobs, retirement or resignation. CSEA is New York State's largest employee union.

- Civil Service Employees Association (CSEA) members parading through the downtown Rochester, New York area during the CSEA 1987 Annual Delegates Meeting, enroute to City Hall where CSEA statewide President William L. McGowan and several other CSEA activists testified before a hearing conducted by the State Senate Standing Committee on Mental Health chaired by New York State Senator Nicholas Spano. They were demanding adequate staffing levels in the states psychiatric facilities and developmental centers. The understaffing issue heated up after Mental Hygiene Therapy Aide Clara Taylor was murdered earlier in the year while working alone on a night shift at the Rockland Psychiatric Center. CSEA has raised the issue of understaffing time and time again and has pushed for corrective measures for years.

Unit members have worked three years without a contract and negotiations are in the fact-finding stage. Sticking points include wages, health insurance, and a town proposal to make staffing cuts to sanding trucks during snowstorms, a move CSEA members have protested for safety concerns. CSEA members also demonstrated against Town Board members voting themselves raises throughout the three years the CSEA agreement has been expired while the union members have had no resolution.

Their intention: to participate in a massive demonstration at the state office building in protest against what they charged was delay of the Rockefellar administration in recognizing CSEA as the bargaining agent for some 133,000 state workers under terms of the recently-enacted Taylor Act.
