Delegates to the Civil Service Employees Association (CSEA)'s 2002 Annual Delegates Meeting in New York City hold a candlelight vigil in Central Park to commemorate the first anniversary of the September 11, 2001 terrorist attacks. Members hold a CSEA bannder. Five CSEA members who worked for the State Taxation and Finance Department in the World Trade Center were killed in the attacks.
