Donohue chaired the AFL-CIO Pension Task Force and served on the Governor's task force, which recommended action. In August 2000, New York Governor George E. Pataki signed into law pension reforms granting the cost of living adjustment to all public employee retirees, ending a 20-year CSEA drive to enact the legislation. The CSEA is New York State's largest union.
