The VOICE (Voice of Organized Independent Childcare Educators) campaign began in 2002 when CSEA was contacted by a group of family daycare providers in Schenectady, New York, looking for assistance with an unclear county payment system and the threat of proposed cuts in the childcare subsidy funding.
