Tempers flared when two pickets, served with injunctions, were arrested by City police on orders from State Assistant Attorney General Robert Contiguglia. However, police learned shortly after the arrests the two men were not state employees, but field representatives of the Civil Service Employees Association (CSEA). Both were released. City officials said the entire matter was a misunderstanding and that the two had not really been arrested. On hand for the incident were Mayor Paul W. Unidentified Civil Service Employees Association (CSEA) members of the department workers are picketing the office each morning before work and during their lunch hour. Ted Modrzejewski, state field representative for the Civil Service Employee Association, has said that the picketing would coninue everday to "make the public aware of what's happening to this office."
