The devastation at Ground Zero following the September 11, 2001 World Trade Center attacks. Delegates to the Civil Service Employees Association (CSEA)'s 2002 Annual Delegates Meeting in New York City hold a candlelight vigil in Central Park to commemorate the first anniversary of the September 11, 2001 terrorist attacks. Members hold a CSEA bannder. Five CSEA members who worked for the State Taxation and Finance Department in the World Trade Center were killed in the attacks.
