Just days before the fifth anniversary of the September 11, 2001, terrorist attacks, Civil Service Employees Association (CSEA) members who work in Lower Manhattan, New York joined Congressman Jerrold Nadler at Ground Zero as he introduced the September 11 comprehensive Health Benefits Act.
