Across the state, Civil Service Employees Association (CSEA) members working in local government are facing job losses and difficult contract negotiations as communities struggle with loss of revenue from a weak economy. The situation will get worse as New York's new tax cap takes effect, limiting the ability of counties, cities, towns, villages and schools to manage their budgets.
