regarding the arrest of Vera Mic n, 400 Central Avenue, City.

Unit 68, let me Speak to 40. 40 come in. 40. 68, we've got
access to the building. About 5 minutes, we'll hit the back door for
you. OK. Advise Unit 95. 95 receive. 95. OK Dispatcher, Tf
receive, will you tell those officers, hold off for a few minutes, we
are going to try to pick up an item. 68, Dispatcher, let me speak to
95. 95. 68, we're already off the phone with that party. We'll be
inside within the hallway itself. When you're ready, just give us a

that answer, omit mentioning any address. That's correct. Unit 30.

impossible at this time, can you give it to us over the air. That's

be played at Bleekex Stadium in the City of Albany on the

that the apaRtment specified above was being used by John
Speakman both as a €esidence and as a base to plan their
activities in the Albany agea Relating to the <urby same.
The souéce indicated that said John Spearman was in this xX
aXca to cooXdinate the violent activity planned by the
Communist Wo&kers Paety and was armed with both fire arms
and othee weaponry, On September 21, 1981, said John Spear-
man wal apprererided by members of the Albany Police Depa t-
ment while dviving a stolen automobile. At the time of his
arcest, Snearnen had in his possession a loaded .38 handgun
At the time of that apprehension, a second individual, eiso
in the car with Spea man, jumped fgom the car and escaped,

The apaytment described above is believed to have a view ov access to a
view overlooking Bleekevy Stadium, This source indicated that other
members of the Communist Workers Party accompanied Spearman to the Albany
ayvea and were also armed and intended to engage in violent activities

to disrupt the rugby game and to engage in violence against the Albany
Police Depattment., These members were identified as Michael Young and
William Robinson, At approximately 10:30 p.m. the Albany Police Depart
mant received a call from one Clara Satte field, the head of the Albany
NAACP, who indicated that the above named individuals had been in attend=
_ ance at a meeting attended by that ovganization to coordinate peaceful —
protest activity and had disrupted it to the extent that she vequested
police protection from these individuals as her life had been threatened

by them
The source of this infommation is known by members of this Department
to be veliable and information given by this informant in the past
has resulted in arrests and convictions. In addition the infovmatio~
given by this informant with respect to Spearman has been corroborated
by M4X#% his apprehension and his possession, at that time, of the

weaponry specified,

During the month of September, 1981 this Department was in the
process of gathering information and making plans for a demonstration
which was planned by various groups to coincide with a rugby game
which was to be played on 22 September 1981 at Bleeker Stadium,

During this period of time, the Depar t received reliable
information that various groups involved in th protest against the
game intended to cause violence at the demonstration. The group

* mentioned most frequently was the Communist Workers Party (C.W.P.)

“~ and its militant arm, the Revolutionary Youth League or R.Y.L. It
was also learned during this time that Michael Young, the leader of
the C.W.P. was in Albany, taking an active role in the planning
stages of the demonstration, working out of the offices of the NAACP,

93 Livingston Avenue, City.

It was also during this time that the Department received more
information as to the nature of the acts of violence planned by the
C.W.P, and the R.Y.L., such as attacks on Police, the takeover of the

playing field and the use of weapons. nn

It was under these circumstances that early in the evening’ of
September 21st, 1981 an Officer on patrol in the vicinity of the
Hyatt House Motel observed a vehicle with two occupants acting sus-
piciously and a routine check showed the vehicle to be reported

stolen,

Subsequently, the vehicle was stopped and one occupant arrested,
The other subject had exited the vehicle and eluded Police, It was
then learned that the vehicle was registered to Michael Young and the
subject who was arrested, who was in possession of a handgun, was one
John Spearman, Jr., the leader of the Revolutionary Youth League,

It was at this time also that the Department learned from reliable

that weapons and other members of their group were at that location,

With this information, the District Attorney's Office was notified
and at about 10:30 PM, Assistant District Attorney Joseph Donnelly,

Detective Lieutenant William Murray, myself and members of the NYSP
and F.B.I. were in the Lieutenant's office at Police Headquarters pre-

paring a search warrant for the Central Avenue address, when Detective
James Malone informed me that a Mrs, Clara Satterfield was on the tele-
phone and she wished to speak to someone as the Mayor had told her that

if she had ever received any threats or had any problems, to call the

At this tind, I took tive phone call and though I cannot quote
verbatim, to the best of my recollection after I had identified my~
self Mrs. Satterfield stated that she was afraid for her life and
safety and felt that she was as entitled as anyone to Police protection,

I agreed with her and inquired if there was any special group or
person she was afraid of, or if anyone had threatened her, At this,
she became vague, but did finally inform me that there had been a
meeting that evening concerning the rugby demonstration and she and
Michael Young had a disagreement over methods and she was now in fear
of physical harm and she again requested Police protection, I then
obtained her nome address and teéléphone number and after, she informed
me there should only be two cars in the driveway of her home overnight,

I assured her that her home would be protected and the phone call was
terminated,

I then made arrangements through Division One to have Mrs, Satter=-
field's home checked through the night and then knowing that Captain
John Dale of this Department was an acquaintance of Mrs. Satterfield,

I contacted him at his home, informed him of the phone call and asked
if he could get in touch with her hoping she would be more specific to
him about her fears, but the Captain was unable to contact her,

Shortly after this, the search warrant was completed and after
being duly signed, executed,

gethering informetion end meking plans to cope with a demonstration which Was planed

militant arn, the Revolutionery Youth League (YL) were planning «cts of violence

In September 1981 for the entire month, our department was preparing for a
controversial rugby match to be played at Bleeker Stadium on the evenkag of Sep&ember
22, 1981. The game was to be played between the South African Springboks and a team
from the Eastern Rugby Union. We had information that there was a coalition of groups
known as START wnicn was planning peaceful demonstrations against the Rugby Match.

While information was coming from varicus sources throughout the Bastemn United
States, we learned that there were certain organizations within SacT and START that
were planning violence in an atiempt to stop the game, Good, reliable information was
filtering in to the department tnat members of the Communist Workers Party (CWP), the
Revolutionary Youtn League (RYL) and the May 19th Urganization which had avowed to stop
the Rugby Match regardless of the consequences. Through informant information and with
independant investigation, coupled with the circumstances surronding the arrest of Hohn
SPEARMAN (same informant said that he was in the area), we had what amounted to probable
cause to obtain a search warrant for the apartment of Vera »ICHELSON (‘7K 400 Central Ave

A group of law enforcement officers from the FBI, NYSP and members of this depart-
ment executed a search warrant at that location at about 3:35AM 9/22/81. I was not in
the original group of officers who entered tne apartment as I was attending to other
Police Business at that time. I artived at ™ of 400 Central Avenue at about 3:55AM an
at that time the search was avcut complete and the only non-lawenforcement person in tk
building's apartment was hs. HICHELSON. I spoke to Ms MICHELSON very briefly as I have
known her to be a member of various groups for tne past 11 years. I asked to and she
permitted me tre use of the telephone. Seeing that all was well at the apartment, I le
the buidding at about 4:00AM and returned to the office to my other duties.

Seversl days after the arrest, I was askea about some personal papers of some of ©
people who were arrested whicn were not on the return of the searcn warrant or persona.
property. These papers which were originally taken to establisn identities, were not
seized as ewidence as there wes nothing to indicate that they were anything else but
perscnal property. The papers were returned to their rightful owners.

and members of the New York State Police executed a Search Warrant for the aforementioned
apartment and any and all persons thereat or therein. Entry gained by use of a pass key
followed by breaking a night security chain. After gaining entry, three (3) subjects were
found withing 1. VERA MICHELSON ( occupant of record), 2. AARON ESTES, 3. MICHAEL YOUNG,
Actual search of apartment was accomplished by varioud members of the detail,

Articles found in the apartment were marijuana (violation weight), fireworks, .38Sol.
cal, ammo in box, five (5) shot .38Spl. cal. speed loader containing Five 45) live
rounds.

Upon our arrival at the apartment building, we entered apt, # 7-K
from the inner hallway, through the apt. door with a pass key, a chain
lock was secured on the apt.,door.and had to be brokem, Det, Cunningham
and myself entered the apt., first and we observed two black males, unknown
to me at this time appearently sleeping in the living room area, They were
awakened and the officers present immediately identified themselves as
Police Officers and requested that the two subjects to stand and raise
their hands, which they did, They were asked by an officer if anyone else
was with them at this time in the apartment, and they responded by stating
that there was a girl in the bedroom. We then ordered anyone that was in
the bedroom area to come out, and a female did come out, At this time Det,
Cunningham and myself were directed to go outside the apartment door and
take a position so as to secure the apartment, which we immediately did,

I later learned th.t the two black males were (1) Michael R. YOUNG
D.0O.B. 2-10-53 of 611 Ocean Ave., Brooklyn New York and (2) Aaron A, ESTES
D.0.B. 10-19-58 of # 3 Lee St., Somerville, Mass, The white female who was
in the bedroom was identified to me as one. Vera MICHELSON D.0.B, 6-4-45
of # 400 Cyntral Ave., Apt. # 7-K Albany, New Yotk,

When the officers inside were completed with the search, Det,
Cunningham and myself were releaved by Deputy Cheif Reid and returned to
the Detective Office, At no time during the execution of the search warrant
did any member of the Albany Police Department, N.Y.S, Police, or F.B.I,
conduct themselves in any other manner other than professional, while I
was in their presence,

This writer did on 922-82, at about 3:25 AM, along with Det. J.
Tanchak, D/Sgt. Lounsbery, D/Chief J, Reid, members of the Albany Police
Detective Division, members of the Federal Bureau of Investigation, and |
New York State Police personnel, respond to #400 Central Avenue, Apt. 7-K,
Albany, New York to execute a no-knock Search Warrant.

The aforementioned Search Warrant was for the aforementioned apart-
ment, the apartment's renter, Vera Michelson, and anyone else, "Therein
or Thereat", To the best of my knowledge, the target of the Search
Warrant was the confiscation of illegal weapons.

Upon arrival at the Michelson apartment, a pass key was secured, but
a chain on the door necessitated 4 minimum amount of force being used to
gain entry. Once in the apartment, the apartment's occupants were
immediately located and secured. No resistance of any consequence was
offered by the apartment's occupants, and no force was applied by any
Police Personnel present, be they Municipal, State or Federal,

A search of the apartment was conducted, and the following items
were seized:
1) A quantity of marijuana
2 A quantity of fireworks
3) 38 cal. special ammunition
4) A speed loader for .38 cal. ammunition,

_ It should be noted the during the arrest of defendant Spearman on
9-21-81, the .38 Cal. revolver in his possession fit the speed loader
seized,

at Niagara Mohawk. Detective Hulslander spoke with a Mr, William Kiernan of

which handles the power for Bleeker Stadium, At approximately 4:00 PM, |
Mr..Kiernan called back and identified the sub-station on Partridge Street,
directly behind Wendell Cadillac as the station that services Bleeker Stadi eo

Detective Mullen reports that he had been talking to-a Reverend Rowland who
is a neighbor of his, During this conversation, Reverend Rowland mentioned

being quoted as coming to protest the September 22nd, 1981 rugby match was
~ {in the area of 12,000 people. He even broke the nuiiber down further by
stating that about 8,000 would be coming from NYC and approximately 4,000

of call boxes, fire hydrants, entrances leading into the stadium and both

EMPLOYMENT AND HE PROVIDED THE POLLOWING INFORMATION:

SELFRIDGE STATED THAT THE SOUTH AFRICAN SPRINGBOK RUGBY TEAM
a IS PRESENTLY ON A TWENTY-TWO Se Yous TOUR. THEY HAVE RECENTLY
| COMPLETED COMPETITION IN AUSTRALIA AND ARE, AT THIS TIME, IN
NEW ZEALAND. SELFRIDGE DESCRIBED THIS TEAM AS THE PREMIER RUGBY
TEAM IN THE WORLD NOTING THAT EACH POSITION ON THE TEAM IS FILLED
BY A WORLD CLASS ATHLETE. SELFRIDGE WHO IS RECENTLY RETIRED FROM
RUGBY IS OF THE OPINION THAT A-TEAM OF THIS CALIBER SHOULD HAVE
THE OPPORTUNITY TO COMPETE AND BE OBSERVED BY RUGBY FANS THE WORLD
OVER. HE DID NOTE, HOWEVER, THAT THIS TEAM IS A HIGHLY VISIBLE
ONE AND ONE UPON WHICH CONSIDERABLE POLITICAL ATTENTION IS FOCUSED
UPON BECAUSE OP THE SOUTH AFRICAN GOVERNMENT'S POLICY OF APARTHEID.

SELFRIDGE STATED THAT HE WAS INSTRUMENTAL IN INVITING THIS
