of New York, which has been made annually since 1845, and constitutes the one hundred and thirty—
third of the series.

Paragraph 6 of Article XI of the Act incorporating The Correctional Association of New York (as amend~
fed by Chapter 398 of the Laws of 1973) provides that “The said executive committee [of The Cor
rectional Association of New York] by such committees as they shall from time to time appoint shall
