A page from the Civil Service Leader including an image of Theodore C. Wenzl, left, president of the Civil Service Employees Association (CSEA), and New York Governor Nelson A. Rockefeller, greeting one another following completion of negotiations on a tentative two-year wage and fringe benefit package covering more than 133,000 state employees represented by CSEA. Rockefeller promised his support of the tentative contract when it was presented to the legislature, as he met with Wenzl and other members of the four CSEA unit negotiating teams in the State Capitol.
