- Tempers flared when two pickets, served with injunctions, were arrested by City police on orders from State Assistant Attorney General Robert Contiguglia. However, police learned shortly after the arrests the two men were not state employees, but field representatives of the Civil Service Employees Association (CSEA). Both were released. City officials said the entire matter was a misunderstanding and that the two had not really been arrested. On hand for the incident were Mayor Paul W.
