Facts On
Unemployment
Insurance |

By Allen Townsend

One of the most common mis-|

takes made by-—.union_.members
going out on lack of work is

that many of them do not im-|

mediately go to the Unemploy-
ment. Office to sign up,

There seems to be a very seri-
ous misunderstanding of the Un-
employment Insurance Law in
this respect. In most cases the
people on lack of work have
heard, from some one not quali-
fied to know that they cannot
qualify for Unemployment In-
surance until their vacation per-
jiod: for which they have been
paid. when they’ go on lack of
work is exhausted. This is’ not
so as the vacation “pay is an
already earned bonus for work
performed . To make matters

worse; some departments will add |:

to the lack of work slip.a note
saying paid thru a certain’ date,
this date being to the end of the
vacation period layoff. This: con-
fuses the issue no end,

My advice: to anyone on lacie’

of work is to, go to the Un-

employment Insurance Office’ im-,

mediately and process a claim.

The unemployment, insurance ad.

ministrators’ are qualified to see
that all valid claims’. are - pro-
sessed,

Editorial: .
The Senate will Decide

THE HOUSE HAS PASSED and:sent to the Senate an omnibus
social security bill containing a number of excellent provisions. for

‘improving the program.',But the -bill’ contains a “pauper’s oath”,
approach. to health care for the aged that contradicts all of the.
basic principles of a sound social insurance program. Hokum has.

been substituted: fo, legislation.

: The member hip? f the House has. no choice. The

taining the impro: eftionts and the “comprimise” on healthcare went
to the floor under a closed rule preventing™ amendments of any kind.
The House did not have, the opportunity to vote ‘on ‘the. Forand
bi'l principle of using the time-tested’ social ‘security. system.

The fight to’ enact legislation to help. retired persons’ meet. the
crushing costs of healthcare through the social security system
has shifted to the Senate, where. the first round will be fought in
the. Senate Huninee Committee,

“A favorable committee repel will ease the way for a vote-on
the Senate floor for a Forarid-type bil, But in any case the Senate
can be expected to vote on the issue, an - -issue that has aroused
the American people as no other in recent years and an’ issue that
will loom importantly. in the: election campaign,

The Senate can help decide whether health care for the aged will
become a reality this year or merely. a campaign debaters’ point.

Labor wants a law—not an election. issue; because the only
real issue is still: Can you afford to be 65? Can you afford to
have 65-year-old parents?

“Things to Think About”

By Frank Masterson

General Eleetric Vice President William Ginn spoke recently
at a Schenectady General Electric Engineers’ Association meeting
at the Edison Club. Mr, Ginn stated that foreign compctition. makes
it imperative that the company reduce its costs. He said a strong
effort must be made to increase productivity and therefore be. more
competitive. There is never’ anything said about less profits. to
make prices more competitive. Instead gross profits made by big
companies are being invested in Europe and making it possible
tor Europeans to build and tool up factories that are causing sO
much competition.

General Electric, itself, has a large irivestment in a Japanese
firm with whom we have to compete with, on some of the same
products produced in America.

cares

"If we look back over the history of the labor unions it-is un-

.deniable that they have done more to. eliminate poverty in our

country, to raise the standard of living, to defend the dignity of
man and awaken the social conscience of our people than any
other single institution, The labor unions have always been the
A | rentest single source of social progress. Now is the moment for
our labor unions to prove ‘to the American people that the best public
relations can be achieved by public service .;. The Lvbor unions are
the mainstay of any endeavor to:achieve human progress in our
country and, to estalish our great democratic. ideal of liberty and
justice for AM Americans and. for all mankind.”
