Summary

Abstract:
Seymour Halpern was a U.S. Representative from New York. Halpern served as a member of the New York State Senate from 1941-1954. While Halpern was an unsuccessful Republican candidate for election to the Eighty-fourth Congress in 1954, he was elected to the Eighty-sixth and to the six succeeding Congresses (January 3, 1959-January 3, 1973). Halpern was not a candidate for reelection in 1972 to the Ninety-third Congress and he died on January 10, 1997. This collection contains records pertaining to Halpern's political career.

Scope and Content:

This collection consists of materials from Seymour Halpern's service in the New York State Senate and U.S. Congress, including correspondence, legislation, subject files, reports, academy appointments, and press releases.

Biographical / Historical:

Seymour Halpern was a U.S. Representative from New York. Halpern was born in New York City on November 19, 1913. He graduated from Richmond Hill High School and attended Seth Low College of Columbia University from 1932-1934. Halpern was a newspaper reporter in New York and Chicago, 1931-1933; engaged in the insurance business; staff assistant to Mayor Fiorello LaGuardia, 1937; assistant to the president of the New York City Council from 1938-1940.

Seymour was a Republican member, of the New York State Senate from 1941-1954. During his time in the Senate, Seymour served on the Temporary State Commission to Revise the Civil Service Laws from 1952-1954. After an unsuccessful reelection in 1954, Seymour became a member of the Mayors Committee on Courts from 1956-1958. Halpern was then elected to the Eighty-sixth and to the six succeeding Congresses (January 3, 1959-January 3, 1973). He was not a candidate for reelection in 1972 to the Ninety-third Congress

During his time in politics, Seymour also served as the vice president and later chairman of the board The Insurist Corporation of America from 1948-1959. Halpern died in Southampton, Long Island on January 10, 1997, and was buried at Mount Lebanon Cemetery in Glendale, Queens, New York.

Acquisition information:
Seymour Halpern donated his papers to Syracuse University in 1963-1964. Additional materials were donated in 1973. In 2006, all materials were transferred to the M.E. Grenander Department of Special Collections and Archives.
