his. father, the owner of a sawmill, was a Union sympathizer and
moved his family to New York City, There young Howard became in-
volved with a gang of criminals and, afteh being a bounty jump er
during the war, was arrested and convicted of burglary. After
spending two years, three months, in Sing Sing Prison, he was re-
leased three:months before the expiration of his sentence, He
rejoined his former companions and after successfully committing
several burglaries, set out on his own, When he left New York, he
went to New Jersey where he burglarized several houses and then to
Washington, D, C.,y where he became ikl with an inflammation of the
lungs and was hospitalized, After his release, he obtained work
as a laborer on a canal boat operated by Capt, Henry Miller of
Georgetown, He left the boat in Cumberland, Md,, and worked for a
