"Rome, Gaey July 26, 1919-An application for executive
clemency for Joe Webb, a young cotton mill employee, who is
under sentence of death for the murder of James Welch, a
companion here in 1918, has been filed with the state pri-
son commission and will be heard next Wednesday in Atlanta.
Webb is to be hanged Sept. 1, 1919 next should not the
governor commute his sentenc€eeelhe petition is based on th
age of the defendant, he being only 19 years old when the
homicide was commi tted, and further that the facts of the
case may authorize but do not demand that the death penalty
be carried out, Also on the grounds of newly discovered
evidence that strongly corroborates Webb's contention and
in some respects tends to disprove the state's theory of
the case, The application is supported by several hundred
representative citizens of Chattooga County, Webb's former
