WEST, Albert
West, a black man, and his common-law wife, Addie Ballard, lived at
103 Lloyd St., Chester, Pa. He had frequently reproved her for going
to a disreputable part of the city known as "Tinder Box Row", On the
afternoon and evening of February 1, 1902, he had been drinking hea-
vily and when he went home he found that she was not there, He then
proceeded to a house in "Tinder Row Box" where he suspected that he
would find her, stopping in a hardware store and purchasing a loaded
reolver on his way, When he reached the house kk he demanded that
she return home with,him and, as they were walking back, he cursed
and threatened to shoot her, Policeman Mark Allen was attracted by
the commotion and began following them, West and Miss Ballard
reached the corner of Pusey and Third Streets and he drew the revolv-
er, Mllen stepped between them and told him to surrender the wea-
pon and go quietly to his home, When West refused, Allen told him
that he was under arrest and West shot him KAXMMEXKEX in the leg,
shattering the bone, Allen fell to the street and while he was in
the process of drawing his revolver West shot him twice in the head,
West managed to escape but he was captured the next day in a stable
in Darby where he was hiding, His defense was one of intoxication
but he was convicted and sentenced to die, The confiction was
