dentified them as Penn's slayers, The two men, termed by now the
most dangerous desperadoes in recent North Carolina history, were
placed on the Most Wanted bist of the FBI. The Federal authorities
were notified by an unidentified tipster that the two men would be
in Sanford on Jan. 3, 1938, and when they parked their car, they
were immediately surrounded by FBI Agents and surrendered. Both men
confess8d though they claimed that they had never wanted to kill
Penn or anyone else. Convicted, they were executed in North Caro-
lina's gas chamber on July 1, 1938, Payne wag hl-vears-old while
Turner was 36-years-old at the time of their deaths,

Payne, a native of Forsyth Co., N. C., was first aprested in Surry
Co. for autombbile theft in 1921. That same year, Turner, a sailor.
