MSUMMARY JUSTICE=#Gen, Scott (says the Vera Cruz EAGLE of
the lkth inst.) is determined that, to the extent of his
ability, there shall be no abuse by our citizens of the
power which the fortune of war has placed.in our hands,
He has commenced vigorously in suppressing crime. A free
colored man named Isaac Kirk, accused of violence on a
Mexican woman, and theft, and two volunteers of the First
Pennsylvania Regiment for theft, were brought before a
military commission on the 9th inst. at Vera Cruz and
tried; they were all found guilty and sentenced Kirk to be
hanged and the others a fine of one monthjs pay each and
imprisonment for a month, Kirk was executed onthe next
day (April 10, 187). - A large concourse of poeple were
present to witness the first execution under American au-
thority which has ever taken place since our occupancy of
