SPENCER, Delbert Le
Spencer, a l.7-year-old white native of West Virginia, had served
several prison skntences dating back to 1918 for automobile thbft,
forgery and violation of the prohibition laws, In 19):6, he was
wanted at the West Virginia State ’rison in Moundsville as an es-
capeee living in Glouster, Ohio, he was employed as a coal: miner
and had also worked at one time as a mechanic and as an odd jobs
mane He became friendly with 33-year-old Pauline Balley who was
then separated from her husband and who was living with her children
in the small village of Cellege Hill, Athens Co, Spencer became
very jealous of Mrs, Bailey and in time she determined to break off
their friendship because she feared him. On the afternoon of July
22, 196, he hired a taxi to take him to her mother's home in College
Hill where she was visiting and called her outside. When she told
him of her determination to break off their friendship, he drew a
revolver and when she tripped and fell on a tomato vine as she
attempted to flee, he held the gun at her head and fired twice s
killing her instantly. Spencer managed to escape and remained at
large until August 2° when he was captured under a rock cliff where
he was hiding in Ripley, W. Va, Returned to RK Ohio, he was found
