PHELPS, Silas N.

Phelps, a 39-year-old white man, and his wife lived at Monroe Bridge,
Eranklin Co., Mass. On one occasion, he had been arrested by Deputy
Sheriff Emmett F, Haskins and, at that time, he had told the Deputy
that he would kill him if he ever tried to arrest him again, Phelps
was employed by the Ramage Paper Company at Monroe Bridge until the
morning of June 12, 1910, when he was fired for an unsatisfactory
work performance, He waited outside the plant until the superinten-
dent who had discharged him emerged and he stabbed him, inflicting a
serious but not fatal wound. That night, Haskins was summoned to
Monroe Bridge and made arrangements with six other men to accompany
him to the Phelps home at daybreak and place him under arrest. When
Haskins knocked on the door, Mrs. Phelps informed him that her husband
was not there and refused to BKEK admit the posse, Haskins placed
two men at the back door and had two Stay outside at the front door
which he broke open and, accompanied by the other two men, entered.
He saw Phelps at the top of the stairs and ordered him to surrender,
When Phelps said nothing, Haskins started up the stairs and Phelps
shot and killed him with a Shotgun, He then threatned to kill other
