Be the public face of the legislative effort
Participate and provide testimony in relevant legislative hearings
Take prominent role in media events
Participate in meetings with key legislators such as bill patrons, committee
chairs, and subcommittee chairs, Administration, etc.
Direct lobbyist activities in coordination with VADP & coalition partners
Continually update VADP and coalition partners on all legislative
interactions
Develop member engagement through conference calls, action alerts, and
other outreach
Invite members to district meetings scheduled by VADP and other partners
Ask members to send letters, emails, and calls to legislators in support of
legislation
No door knocking during Session; meetings with key legislators only
No responsibilities in Senate other than meeting with patron as needed and
presenting bill in subcommittee and committee
No organization of media events or district meetings
Respond to inquiries from the Virginia SMI Coalition website

Qualified lobbyist registers for NAMI Virginia
Draft legislation in cooperation with ABA and coalition partners
Attend coalition strategy meeting on afternoon of November 15, 2016
Participate in coalition conference calls during the legislative session
Recruit House patron
Handle all communications with House patron and respond to his/her
requests
Handle all negotiations with other stakeholders, including opponents,
Administration, and Crime Commission
Keep VADP and coalition partners apprised of all House developments
Coordinate with VADP and coalition partners on House strategy
Continually update VADP and coalition partners on all legislative
interactions
Review and discuss all amendments with VADP
Present legislation in committees and subcommittees
Schedule and meet with key legislators such as committee and
subcommittee chairs
Advise on strategy and tactics
No door knocking during session; meetings with key legislators only
No responsibilities in Senate other than meeting with patron as needed and
presenting bill in subcommittee and committee
Participation in media events or district meetings only when feasible or
advisable

Meet with and enlist the support of all relevant House and Senate
subcommittee and committee members and, if bill is reported out of
committee, with all members
Continually update lobbyist on all legislative interactions
Implement Death Penalty Strategic Plan
In consultation with lobbyist, organize and schedule district meetings
between community influencers and all key legislators prior to General
Assembly
Consult with lobbyist on messaging for district meetings
Recruit Senate patron
Handle all communications with Senate patron and respond to his/her
requests
Notify lobbyist of all Senate developments.
Review and discuss all Senate amendments with lobbyist
Coordinate all Senate strategic decisions with lobbyist
Testify at all relevant committee and subcommittee meetings
Organize all relevant media events
Consult with lobbyist on messaging for media events, op-eds, etc.
Direct lobbyist in coordination with NAMI VA
Post -Legislative Session Understandings
NAMI VA and legislative partners to meet after the General Assembly to
debrief the session.
Come to common understanding of the lessons learned and opportunities
for the future.
Create an action plan for building support toward the 2018 General
Assembly.

VADP to send $12,000 to NAMI Virginia to enhance their capacity.
Payments of $4,000 are to be made to NAMI Virginia on December 1, 2016;
January 15, 2017; and March 1, 2017.
