Honorees:

Senator Barbara Favola
This northern Virginia legislator was the patron of legislation to exempt people
with severe mental illness (SMI) from capital punishment. In January 2019 she
led the successful effort to pass this bill on a bipartisan vote. It was the first time
that the Virginia Senate had voted to limit the death penalty in any way.

Tom Petersik
The fourth recipient of the Betsy Gallagher Citizen Advocate of the Year Award is
a Catholic from Chesterfield County. He led an interfaith effort to distribute a
petition in area congregations supporting the SMI exemption bill. A group of
faith leaders delivered 800 signatures supporting the bill to their state Senator.
