VIRGINIA PRISONER KILLINGS PLANNED---PLEASE SPEAK OUT
AGAINST THEM---WRITE TODAY! (by Bill Menza)

ewe RR eR Re ee eee ee ee ee ee ee ee eee eee eee

Virginia judicial and other officials plan to kill JOSEPH
SAVING on June 29, RICHARD BOGGS on July 19, and BUDDY
JUSTICE at the end of the Summer. Savino was sentenced
to death in 1989 and has refused to appeal his death
sentence so that he can be killed as soon as possible.
He has requested that his killing be televised, but
Governor Wilder and his sentencing Judge William Sweeney
of Bedford, VA., say they can not grant his request.
Please consider sending the following letter or using it
as a guide to write your own.

Governor Douglas Wilder

State Capitol

Richmond, VA., 23219

Dear Honorable Governor Wilder:

This is to request that you commute the death sentences
of JOSEPH SAVINO, RICHARD BOGGS, AND BUDDY JUSTICE, who
Virginia government officials plan to execute, because
the killing of defenseless prisoners is not only cowardly
savagery, but also teaches that violence and killing
produces a social good. Prisoner killings are cruel and
inhuman. They are a form of torture and they violate
international human rights standards. They are founded
on hate, revenge and malevolence that do nothing to
address the cause of violent crime. Please show us that
working to end pain and suffering is more important than
violence and death. Thank you for your consideration. |
look forward to your reply.

Sincerely yours,

If Joseph Savino is killed before you receive this
request, please write to Governor Wilder to voice your
opposition to his execution. You may also want to write
to Savino to urge him to appeal his death sentence. His
address is Death Row, Mecklenburg Prison, P. 0. Box 500,
Boydton, VA., 23917

Joseph Savino
July 17 (VA)

Although intoxicated on cocaine at
the time of the arrest, Joe was
coerced into confessing to the
murder of his lover. The viciirnm was
an older man who tended toward
relationships with teenagers and
very young men. (The police found
pedophile videotapes in his closet.)
Joe was physically abused as a child,
and had never been convicted of
causing harm to another. Joe's
attorney had him plead guilty to
capital murder, thereby denying him
a right to a tral by jury. Joe was
sentenced to death on the basis that
he killed while in the commission of
a robbery. However, the robbery
in question (forged checks) did not
happen until after the murder had
occurred and Joe maintains that it
was not his motive. Joe's lover was
extremely jealous and controlling;
the crime was the result of
domestic abuse. Moreover, while
mental health experts have
determined that Joe was suffering
from "cocaine psychosis" at the time
of the incident, this information was
not made available to the judge.
Joe's case remains surrounded by
questions of police coercion and
incompetent legal representation.
Short of intervention by the
Supreme Court, only the Governor

of Virginia can stop his execution.

Emmett Nave

Unless public protest persuades
Missouri officials to reverse their
course, this month America will
witness the first non-consensual
execution of a Native American
since the Court's decision in Furman
v. Georgia. \n addition to the
genocide of their people, 354
Native Americans have been
executed in the US since 1608.
Emmett Nave will be the 355th.
Sent to the row for killing his

landlord during a drunken dispute, -

he is widely considered to be the
victim of incompetent legal
representation. In 1990, a Federal
District Court judge reversed
Emmett's sentence on grounds of
ineffective counsel. However, the
Eighth Circuit Court of Appeals
struck down the decision, saying
that three of his ten claims were
without ment and seven were
procedurally barred because one of
Emmett's state appellate attorneys
had failed to raise them in his
original appeal.

Thomas Battle

August 7 (MO)

Fearing their state is on the verge of
killing an innocent Afncan American,
a movement is building in Missouri
to save Thomas Battle. At the heart
of the controversy is a bed sheet
that officials removed from the
crime scene. Thomas's supporters
believe it contains DNA evidence
that will exonerate him of the
crime. This assertion ts supported
by the testimony of two witnesses
who have come forward since

his claim that although he did help
to burglanze the victim's house, he
was not present when she was
raped and murdered. On June 19,
in response to local protests,
prosecutors agreed to release the
bedsheet. However, citing
fingerprints left on a window sill at
the crime scene and a confession
Battle gave to police (but has since
recanted), Missouri's attorney
general, Jeremiah Nixon, says he
already has all of the evidence he
needs and will proceed with
execution-- even if the DNA

Date TBA (AK)

In an attempt to avoid further
controversy, disgraced Arkansas
Governor Jim Guy Tucker is
postponing the execution (onginally
set for July 11) of Frankie Parker
until after he leaves office on July
15. Local actvists anticipate that the
execution will happen sometime in
August. frankie has received
support from several international
religious leaders-- including the
Dalai Lama-- who see him as a
shining example of the possibility for
spintual transformation amongst the

condemned. In 1984, after two of |

his siblings committed suicide,
Frankie began abusing drugs and
alcohol. Shortly thereafter, the
miltary veteran suffered a psychotic
break, shot and killed his in-laws,
kidnapped his wife and wounded a
law enforcement officer. On death
row, Frankie came across the
teachings of Buddha and taught
himself Buddhist practice and
mediation. Today, seven years
later, his spiritual transformation is
so complete that even prison
guards have offered to plead with
the clemency board on his. behaif.

A Buddhist priest who
ministers to inmates at New
York's Sing Sing State Prison told
the New York Times that the
Arkansas will be committing a
grave injustice if it kills Frankie
Parker. "He has the most
impressive understanding of
Buddhism of any inmate I've ever
met... The man belongs in a

monastery, not on death row."

Potomac River traffic sailed

Capital Beltway were halted for
more than 80 minutes yesterday
when the draw span of the
Woodrow Wilson Bridge became
stuck after opening to accom-
modate a passing sailboat.

An electrical short prevented
the span from being lowered,
said Tara Hamilton, spokes-
woman for the D.C. Department
of Public Works. The problem
occurred at 10:04 a.m., and it
wasn’t until 11:25 a.m. that
workers were able to lower the
drawbridge that carries Inter-
state 95 over the Potomac Riv-
er between Alexandria and
Prince George’s County.

Police reported that traffic
was backed up for more than
two miles on either side of the
bridge. On the Virginia side, the
backup extended to Telegraph
Road; in Maryland, the tie-up
reached to Route 414 (St, Bar-
