Welcome/Introductions
Dr. Hall convened the meeting at approximately 10:00am and welcomed everyone. The
Council reviewed its Order of Business prepared by the APA Office of Ethnic Minority
Affairs (OEMA).

Associations’ Updates of Activities
AAPA
Dr.  Hall  reported  that:   (a)  the  theme  of  this  year’s  AAPA
conference is “Expanding our Horizons.” An effort intended to further the
development of the organization by encouraging greater involvement and
participation by interdisciplinary professionals. It is scheduled to convene
in San Diego, California on Wednesday, August 11th. Also, given the
situation involving the Manchester Hotel, AAPA will not be using that
hotel. (b) the organization has prepared and circulated a position statement
condemning  Arizona’s  immigration  law;  (c)  a  membership  drive  is
underway that will provide a cash award of $500 to the person who
recruits the most new members; and (d) the inaugural issue of the Journal
on Asian American Psychology, is planned for release this year. Dr. Fred
Leong, Michigan State University, will serve as the Journal’s editor.
ABPsi
Dr. Myers reported that: (a) the organization has hired an executive
director; (b) ABPsi will be holding its annual convention in Chicago, IL in
late July; (c) a conference addressing issues related to prison re-entry
convened in Los Angeles, California this past spring; (d) the Association
has  been  in  contact  and  involved  with  the  Haitian  Psychological
Association in order to address and assist with relief efforts; (e) ABPsi’s
Board of Directors will be requesting that the editor of APA Division 45’s
journal issue a rejoinder to the issue that reported on ABPsi history. Her
recommendation to the Board will be that scholars disagree and that this is
an  opportunity  for  growth  and  learning;  and  (f)  the  Association’s
newsletter and journal continue to be published. 
    
NLPA
Dr. Delgado-Romero reported that:  (a) the Association continues
to work on the development, growth and leadership continuity of the
organization; (b) conference planning continues and to that end recently
issued a conference request for proposals to various hotels. That effort has
attracted several competitive bids. The 2010 conference theme is “Latinas
Psychological Strengths,” and will feature keynote presentation by Dr.
Patricia Arredondo and Dr. Melba Vasquez; (c) the Association has large
student membership group that is a major voice on issues and activities.
Strategies and initiatives are being discussed and considered in an effort to
harness that group’s interest and enthusiasm, as well as to effectively meet
their needs and address their concerns. Students are running the NLPA
Facebook page; (d) the membership is growing. Moreover, some members
have expressed an interest in broadening the involvement and participation
of psychologists and students in areas of psychology beyond clinical and

counseling. This will be a long-term effort; and (e) NLPA is currently in
the  process  of  developing  an  official  position  statement  on  the
immigration issue in Arizona. Once approved, it will be disseminated
widely.   
Division 45
Dr. Casas reported that:  (a) the Division’s inaugural research conference
took place just prior to the Council’s meeting. From preliminary accounts/
comments, it was indeed a success; (b) concerns continue to be expressed
about  the  Manchester  Hotel  at  the  APA  convention  in  San  Diego,
California. The Division has asked that none of its events be scheduled in
that hotel; (c) the Division’s Executive Committee is following APA plans
regarding the development of a statement in response to the immigration
law in Arizona. No action has been approved at this time; (d) planning
efforts  continue  regarding  the  proposed  2011  National  Multicultural
Conference  and  Summit  to  be  held  in  Seattle,  Washington;  (e)  the
Division continues efforts to restructure and streamline its budgeting and
accounting  practices  and  process;  and  (f)  increased  efforts  regarding
community involvement and outreach. 
  
SIP
Dr. Deters reported that:  (a) membership issues continue to be an
important priority for the Society. In addition, organizational development
challenges continue to warrant attention as some members feel that the
Society’s emphasis is too clinical/counseling oriented. These are important
concerns  that  will  require  long-term  strategies  to  address;  (b)  the
development and expansion of the InPsych program continues to be a high
legislative advocacy priority. In addition, the Boarding School Healing
Project is being support by the Office of Civil Rights and possible future
activities may involve the presentation of a congressional hearing on this
topic;  (c)  the  organization’s  membership  listserv  and  Web  site  are
currently being updated; (d) preliminary efforts are being considered that
may help to develop and grow regional and/or local SIP chapters; (e) the
newsletter continues to be published and disseminated; (f) an “institutional
membership” category has been added to the dues membership form; (g)
the annual conference will take place June 24-26 at Utah State University
in Logan, and will provide an opportunity to honor two people - the first
person of Maury decent will be earning his doctorate this year and another
person who has been a great support of AI/AN issues and students; and (h)
Dr. Jackque Grey is the president-elect.
After all reports were presented, the Council approved a recommendation that an agenda 
item be developed and included on future meeting agendas that allows time for Council 
members to share “Best Practices” and/or to provide information/resources regarding

technical and administrative issues/concerns/successes that each member association has 
faced/resolved since the last meeting. OEMA will ensure that such an item appears on 
future meeting agendas.

Review of Summary Notes
The Council approved its summary notes without changes or modifications.
4.
ABPsi Initiative - Development of Resolution Addressing Reparations
Dr. Myers reported that this item will be reintroduced to the ABPsi Board of Directors to
determine continue interest and action. Further CNPAAEMI action was deferred until a
future Council meeting.
5.
NLPA Initiatives -

Dr. Delgado-Romero reported that NLPA continues to believe that these are important
issues. However, at this time these are no longer critical NLPA priorities. At NLPA’s
request, CNPAAEMI agreed to postpone further consideration until a future meeting. 
6.
SIP Initiative - Multicultural Competence and Managed Care Organizations
Dr. Deters explained that given the recently passed health care reform legislation, SIP
believes that this initiative may no longer be a high priority. However, until additional
information  is  made  available  regarding  health  care  reform  as  it  relates  to  health
disparities  initiatives,  this  issue  will  remain  as  a  SIP  priority.  At  SIP’s  request,
CNPAAEMI agreed to postpone further consideration until a future meeting.

9.
Update: CNPAAEMI Henry Tomes, PhD Awards
The Council reviewed and discussed its Tomes award. It was agreed that OEMA should
invoice all members for funds that may be due related to the cash award. In addition, the
Council approved the use of the score sheet developed by Dr. Karen Suyemoto for the
Emerging  Leader  award  and  authorized  OEMA  to  coordinate  with  2011  National
Multicultural Conference and Summit organizers to identify and secure a meeting space
for the award ceremony. 
10.
Update: CNPAAEMI Leadership Development Institute (LDI)
Dr. Deters, a current member of the LDI Working Group, reported on LDI efforts and
activities. She explained that the Working Group has been active, well organized, and
focused. For example, plans are underway to craft a NIH R13 conference grant similar to
the one submitted to the American Psychological Foundation earlier this  year. The
Council expressed thanks to the Working Group leadership for their efforts and ongoing
commitment to this important project, and requested that an update report be provided
during its next meeting.  
11.
Update: Proposal Ethnic Minority Psychological Associations Seats on the APA
Council of Representatives (C/Rs)
The Council welcomed Dr. Carter. She provided a review of the issue and information
regarding current planned activities. Dr. Carter explained that a new Working Group has
been formed by current APA President Goodheart, and that the Council members’
delegates to the APA Council of Representatives (COR) are members of that new
Working Group. She reported that members of the Working Group had recently met with
the APA Committee on Ethnic Minority Affairs (CEMA) where it was agreed that
profiles of each of the four national ethnic minority psychological associations should
appear in a future issue of the APA Monitor. In addition, CEMA and the Working Group
will be collaborating in the development of a public information/media education plan.
She also noted a correction to the item regarding the reference to COR action related to
ethnic minority observers being named as delegates. Dr. Carter explained that during the
COR’s meeting Dr. Goodheart declared that the observers should be known as delegates.
The Council expressed its thanks to Dr. Carter for her report. In addition, the Council
approved action appointing Dr. Delgado-Romero and Dr. Deters as CNPAAEMI liaisons
to the APA President’s Working Group in order to facilitate the development of a more
detailed and comprehensive strategy for CNPAAEMI involvement in this effort.

12.
Request  for  Increasing  Cultural  Competence  in  Disaster  Response  and
Preparedness with Ethnic Minority Mental Health Associations
Dr.  Myers  provided  information  regarding  a  presentation  from  Dr.  Gilbert  Reyes
regarding cultural competence and disaster preparedness and relief. In addition, she
agreed to follow up with Dr. Atwell and/or Dr. Mays to determine what might be
CNPAAEMI’s  possible  involvement  in  the  development  of  a  culturally  competent
disaster response and preparedness initiative. She will report that CNPAAEMI continues
to be interested in this issue and would welcome additional follow-up. This item will be
included on CNPAAEMI’s meeting agenda for its next meeting. 
13.
APA Convention Activities
The Council reviewed and discussed this issue. Although no specific program was
approved at this time, the Council will consider future action if a specific topical issue
and/or focus such as presentation of the tests and assessments brochure surfaces. No
further action was deemed necessary at this time.

15.
Public Policy Cooperative Advocacy
OEMA distributed the 2010 Advocacy Goals developed by the APA Public Interest
Directorate’s Government Relations Office (PiD/GRO). CNPAAEMI requested that they
be included and/or listed on more items in the coalitions and organizations column. 
Dr. Casas provided a brief over-view of the immigration issue. He recommended that
CNPAAEMI  member  organizations  consider  publishing  articles  in  their  respective
newsletters and/or other information exchange outlets to help tell the stories of those
being effected. In addition, oral history films and/or other products that provide an
opportunity to inform the public and policy makers should be developed and if they exist
they should be disseminated widely.
Dr. Casas also reported on the proposed Task Force being considered by APA President-
elect Vasquez. The Council recommended that the proposed APA Presidential Task Force
have  multiple  perspectives  among  its  membership  as  well  as  a  media  consultant.
Moreover, community representation on the Task Force might contribute to a more robust
conceptualization of the issue. The Council believes that this is a complex issue that
would benefit  from multiple  perspectives.  Moreover, they  would welcome  periodic
updates as the work of the Task Force develops and evolves. 
16.
Proposed Initiative
The Council proposed the following:
a.
The development of a joint conference and/or event organized by CNPAAEMI at the
respective CNPAAEMI member organizations’ meetings and/or take responsibility for a
specific track such as organizational and leadership development during the next Division
45 research conference. Common issues and mutual concerns should be the focus of a
CNPAAEMI sponsored event/activity.
b. Consider involvement in the planned National Native American Health and Mental
Health initiative that would involve collaboration with the Indian Health Service (IHS).

17.
Other
The Council approved the development of correspondence to APA President Goodheart 
and CEO Dr. Norman Anderson expressing concerns and providing recommendations 
related to the need for a transition and succession plan for OEMA’s directorship. Other 
members of APA’s governance and executive leadership should be sent a copy of this 
CNPAAEMI correspondence. Dr. Hall agreed to develop an initial draft of the 
correspondence for Council review and approval. He will also coordinate with OEMA 
regarding dissemination. 
Adjourn.  The meeting was adjourned at approximately 1:30pm on June 21, 2010.
