State the need or purpose of the project.

The Kentucky Coalition to Abolish the Death Penalty is a membership organization
incorporated in the State of Kentucky and approved as a non-profit organization by the
federal government for the sole purpose of repealing the Kentucky law that allows for
executions. This is accomplished through education of the general public and policy
makers at the executive and legislative branches of government. The Coalition is
governed by a Board that meets quarterly

We are seeking funding for The Next Big Step Campaign. The Next Big Step is a three-
year plan, during which we intend to convert the positive public opinion favoring prison
over execution into action in the halls of the state capitol. An initial focus will be on
legislation to abolish the death penalty for the mentally ill and ultimately to all for whom
this penalty is sought.

Kaye — here’s where I need more info — what you sent me lists raising money and hiring
someone as the goal, That’s nice, but more the “means” than the goal. What exactly is it
that you realistically expect to have happen once you raise the money and hire the
person? The state will pass a law abolishing the death penalty for the mentally ill? An
increased number of Kentuckians will ask lawmakers to pass such a law, or be involved
in efforts to get it passed? More people who currently favor, or are neutral regarding the
death penalty will oppose it or at least oppose it in the case of the mentally ill? Other?

State the objectives of the ministry/project. | (How will the plan be realized?)
Offer a concise work plan for each objective, listing specific action steps.

Now we need specifics. For example if the goal is that the legislature will pass a law
abolishing the death penalty for the mentally ill, objectives/action steps might be:

5, State plans for assuring ongoing evaluation of goals and objectives.

Participants in presentations and workshops will complete a pre- and post-assessment
measuring their understanding of the death penalty and pertinent issues, level of
opposition, and willingness to advocate for change. Results will be analyzed to determine
whether the training had short-term impact. In addition, to measure longer-term impact,
records will be kept on the number of presentation/workshop participants who become
members of KCADP, participate in a legislative action day, or take part ina
postcard/email campaign.

Effectiveness of activities to recruit more members will be measured by tracking the
number of new members and finding out how they heard about KCADP and their reasons
for joining.

Effectiveness of efforts to amplify KCADP presence with the legislature will include
both tracking the numbers of individual who participate in advocacy efforts and asking
staff in legislative offices whether they have experienced an increase in the number of
individuals contacting them about the issue.

Evaluation of whether the Next Big Step campaign ahs achieved its goal will include
tracking whether a bill is introduced, whether it comes out of committee, the number of
legislators who vote yes, and whether it passes.

The Board will review outcomes on a quarterly basis to determine whether the campaign
is having the desired effect, and identifying which action steps appear to be achieving
expected outcome, which may need to be revised.

List qualifications of applicant and/or proposed staff. Attach resumes/curricula vitae of
key personnel.

A full-time person dedicated to the issue who has the skills necessary (what are these?)

Our plan is to seek tax deductible donations in the form of pledges totaling $240,000 to
pay for the estimated $80,000 expenses for each year of The Next Big Step campaign.
We plan to seek funds from diverse resources, including individuals and private
foundations. During these three years we will continue our usual fundraising efforts —
membership dues, book sales, small grants — to secure additional operating revenues.

State what will happen to this project if it is not funded by the SCN Ministry Fund.

Should the fund raising campaign fail to achieve the full amount sought, we plan to
continue efforts to meet the objectives. However, greater reliance since on volunteers
with limited ability to commit the time needed for a concerted, coordinated undertaking
will reduce our ability to address the issue at the level needed for optimal success.
