REPORT FOR Grant #TAO13-00089

This report is for the above named grant which provided $10,000 to contract with a
media consultant to develop a campaign that makes abolition of the death penalty a
priority in Kentucky and to educate the public on the issue. We were asked to report
about the use of this money by August 1, 2014 and that is the reason it was not
submitted earlier.

In J une, the Kentucky Coalition to Abolish the Death Penalty signed a memorandum of
understanding and agreement between the Coalition and Taylor-Gray Associates, a
public policy consulting firm headquartered in our state’s capitol, Frankfort. This
agreement is for one year and was scheduled to start now to ensure that we had the
help of the Taylor-G ray firm throughout this year and into 2015 during the months our
General Assembly is convened.

Taylor-Gray has generously reduced their normal fees and is charging us a rate of
$75.00 per hour for their services.

The agreement requires that Taylor-Gray and KCADP work collaborately to reach
these two objectives:

e To raise public and policymaker awareness of and support for the need to
repeal the death penalty in Kentucky; and

e To win passage of legislation in the 2015 General Assembly to repeal the death
penalty in Kentucky.

Taylor-Gray is preparing and will implement a communications plan that will include the
following elements:

News events;

News advisories and releases for traditional and social media dissemination;
Editorial Board meetings;

Media outreach in key legislative districts;

Development and placement of op-eds;

Audio news releases;

Short videos for online posting; and

Updates for web site, e-news.

In two meeting with Board members and staff of KCADP, Robert (Bob) Gray and Diana
Taylor have discussed possible events and occasions around which to build support.
These include a joint meeting of the Kentucky State Senate and House J udiciary
Committees scheduled for August 1, 2014, whose sole topic of discussion is whether or
not to keep the death penalty.

There is also an 11-day State Fair where we have an exhibit booth and Taylor-Gray are
looking for opportunities to attract press since the booth is staffed by different partner
groups each day including murder victim family members, exonerees from Kentucky
prisons, conservatives concerned about the death penalty, the Catholic Conference of
Kentucky, the Kentucky Council of Churches, the NAACP, and others.
There will be three tours this year organized by our Kentucky ACLU partner to bring
exonerees from Witness to Innocence into the state for week-long speaking events.

And in October, Sr. Helen Prejean will spend four days in Kentucky and make
presentations to criminal defense lawyers during their annual meeting and to those
attending the Kentucky Council of Churches annual assembly. Other events associated
with this visit are still in the planning stages.

With regard to expenditures, there have not yet been any. The full $10,000 is still
available for use for the year covered by the contract agreement with Taylor-Gray
Associates.

All activities conducted by Kentucky Coalition to Abolish the Death Penalty were and are
consistent with its status under Internal Revenue-C ode section-50T (CY (4)Which-
remains unchanged since the proposal and related materials were submitted to The
Advocacy Fund. Kentucky Coalition to Abolish the Death P enalty warrants that it is in full
compliance with its grant letter dated November 8, 2013 and that, if the grant was
subject to any restrictions, all such restrictions were observed."
