The message for today is this: This bill is a bi-partisan effort to end a sentencing policy in Kentucky that
does not respect human life, risks the execution of innocent defendants like Larry Osborne in Whitely
County released from death row after the Kentucky Supreme Court overturned his death sentence and
he received a second trial free of prosecutorial misconduct, costs an exorbitant amount of money, thus
wasting tax dollars that could be spent on implementing polices that really benefit Kentuckians.

With 30 sponsors representing members of both parties and a wide array of political diversity, this bill
deserves to be heard. There are easily 12 YES votes in committee and the bill should not be delayed
because those 12 votes don’t come from the members of one party. We should not be operating a one-
party government in our state.

After you leave Frankfort, please keep ending the death penalty high on your agenda. Speak to family
members, friends, brothers and sisters in the church, commonwealth attorneys and stay in touch
frequently with your State Senator and Representative. They must hear about this issue often or it
remains unimportant to them.

With the support of KCC, we have made great progress in this session and now we need to ramp up our
efforts to keep this momentum growing. Next year we want to see 50 names on that bill as sponsors.
That will happen if you keep up your hard work.
