STRATEGY FOR SENATE VOTE FOR HB 269, TO END EXECUTIONS OF SEVERELY MENTALLY ILL PERSONS

1. SENATORS WHO WILL VOTE YES.

We believe the following Senators will vote YES, but we think you should speak with them and
make sure this assessment is accurate: Senators Adams, Embry, Kerr, Meredith, Nemes, Turner and
Westerfield

2. SENATORS WHO WILL VOTE NO.

We believe the following senators will vote NO. We conclude this because of statements they
have made or votes they cast in Committee meetings. Speaking with them would not be a priority.
Senators Carroll, McDaniel, Schickel, Schroder, Thayer. These senators are very vocal and a strong
objection to their opposition needs to be made.

3. SENATORS WHOSE VOTE WE DON’T KNOW.

We are visiting the following Senators and, in most cases, there is no commitment. There has
not been much pushback either; mostly polite listening. But we believe they could cast YES votes. We
believe you should speak to the following with the hope of bringing at least 9 (and preferably more) of
them into the YES column.

Senators Alvarado, Carpenter, Castlen, Douglas, Girdler, Givens, Higdon, Hornback, Howell, Mills,
Smith, Southworth, Stivers, Storm, West, Wheeler, Wilson and Wise.
