EVENT ON FEBRUARY 5, 2003

Dear Janice:

On February 5, 2003, there will be a major rally to urge legislators to ban the execution
of juveniles. This will take place at NOON in the rotunda of the State Capitol building in
Frankfort. It is the 2" day of the legislative session.

Our hope is to have 500 people present.

Will you agree, in the name of the Louisville Branch NAACP, to take on the task of
organizing a group of 10 — 25 people to travel to Frankfort that day. We are asking all our
KCADP coalition partners to bring as many as possible. By starting early, we hope
people can schedule a personal or vacation day and join us at that time.

Please let me know if the Louisville Branch NAACP plans to take part in this historic
rally and how you think KCADP can be of further assistance to you.
