Dear Mr, Kirchheimer:

It is a pleasure to inform you of your selection for a grant
to participate in the International Educational ixchange Program
of the United States Government. You have been selected by the
Board of Foreign Scholarships under the authorization of Public
Law 584, 79th Congress, As you know, the basic purpose of this
program is to increase good will and understanding between the
people of the United States and the people of other countries
through the exchange of students, teachers, university lecturers
and research scholars.

There are enclosed with this letter the United States Govern-
ment Grant Authorization and the terms and conditions of the grant.
It is requested that you read these documents carefully, Please
note that this grant is not a contract, The amount authorized in
it is provided to facilitate the plans which you have for
accomplishing your educational project abroad, You will note. that
under the terms and conditions controlling this grant the recipient
participates in a private, non-official capacity.

It will be appreciated 1f you will indicate your acceptance
of the grant by signing the copies of the Grant Authorization in
the space provided and returning them promptly to the International
Educational Exchange Service, Department of State, Washington 25,
D.C. You should retain the original of the Grant Authorization
together with the statement of the terms and conditions controlling
the grant.

If you find it impossible to accept, you should return all
of the enclosed documents promptly in order that the grant may
be utilized for an alternate candidate, A brief statement giving
the reasons which make your declination necessary will be appreciated.
If your acceptance is not received within 21 days from the date of *
this letter, the grant will be considered cancelled and there will

remain

Dear Mp, Kirchheimer:

Your acceptance of the United States Government grant awarded
you by the Department of State and authorized under Public Law 58h,
79th Congress, the Fulbright Act has been received.

The binational Educational Commission (or Foundation) named
in your award will arrange your travel and will inform you as
soon as transportation arrangements are made, Any questions you
may have about your travel, living conditions in the host country,
or details of your assignment or institutional affiliation should,
therefore, be directed to the Commission, You should also keep
the Commission informed of any changes in your address or plans.

Awards made under provisions of the Fulbright Act are a part
of the educational exchange program of the International
Educational Exchange Service, Department of State. The objectives
of this program are to promote better understanding of the United
States abroad, and to increase mutual understanding between the
people of the United States and the people of other countries
through educational exchange. Americans receiving awards should
recognize their responsibility to further the basic objectives
of the program as well as to carry out their particular projects
or assignments,

In this connection, you will undoubtedly wish, through
reading or in other ways, to prepare yourself for your stay by
adding to your knowledge of the host country. The bibliographies
included in the information supplied to you from the Department
and the binational Commission will supplement your own background
reading in preparation for the grant.

Americans to be prepared to answer all kinds of questions about
