Wolff,who lives in unoccupied France at the present Ge
‘Kofad Wolff is the son of my first cousin Mrs.Marguerite
Wolff of London, and Professor Martin Wolff, formerly of the
University of Berlin Law School, now at Oxford University.
Incidentally, Professor Wolff was alsqan intimate friend
and colleague of mgyfather—in-law, theflate Profeesor linil
Seckel,.also uf the University of Berlin Law School.
Korad Wolff himself is a doctor of lawof both, the Univers
ties of Berlin and Paris, and has beenfpracticing as a lawyey
in France after having received Frenchcitizenship. Besides
he@has been a close personal pupil of Arthur Schnabel's for
many years.
I herewith submit ea copy of a recent letter sent by irs
guerite Wolff, dated Augusti9, 1940 (Langham Hotel, Port
Place, London fi, 1.).
" He and his wife hada very (ipa time- incidentally for
2 months we knew nothing of their “ate- but theyare alright
for the moment. They are at 31, AvenuePrado, Marseille (in
unoccupied France), waiting as it seems for their American
visa. The people helping them are: Gerard Neisser,474iest
258th Street, New York City, Hendrik van Loon, Nieuw Veere,
old Greenwich)Connect., Mrs Zi lstein, 6ol West 160th
Street, New York City and Step Kuttner, now on his wayxw
with his family to take up a professorship at the Catholic

what he can, Perhaps you would sveak to Prof.Rheinstein and
hear if there is anything he can do. Ibelieve the idea is
to get them in on a non-quota-visa, ébther as @ndangered

Myre Hendrik W. van Loon hag turned over to me
all. papers regarding Dr.Konrad and Mrs. lise Wolff, actually at
Marseille, because T™aa not only 8 very intimate triend of Dr K.We;
but also because I am a business man with permament residence in |
New York and I can give the deposit seemingly required for the '
visitors visa. He also gave me your kind letter of August9, sent te,
his attention in thig connection, and he suggested to me to
approach you on behalf of our unfortunate friends. May I thererore
take the liberty to take your valuable time for the following
questions: H

1) After your letter was written, Mrs. Ilse Wolff's sister in |
New York received a new letter from Dr,K.W. in which he mentions +
that he has been to the American Consulate in Marseille. The Consul
has suggested to approach the State Department in Washington with |
a request for a visitor's visa which should be backed by a guaren«
tee and which shuald be applied for by en American citizen, if i
possible Mr. wan Loon. As to the guarantee it is not clear at all |
whether an actual deposit should be made in cash to be put at the |
exclusive disposal of Dr.K.W.e ond his wife, or not. My suggestion
would be that this not be done immediately as experiance has taugh |
that under certain circumstances, the persons concerned camot ava’
themselves of such deposits which would then be tied up for a
considerable Length of time. My questions are:
a) Do you suggest to open such a deposit account promptly? : |
b) Which sum would you believe to be adequate for both to~ |
gether? 4
e) If yowr answer to a) is-no, will it be sufficient if 1
‘write a letter to the State Department (duly sworn like |
an affidavit) in which I obligate myself to deposit at any
given moment the amout of the sum suggested tp by you.

of my bankers sworn before a notary regarding today's: |
value of my securities etc.? |
If your answex to a) is no, it would then, unfortunately, be
necessary to ehange Mr. van Loon's affidavit in which he has men~
tioned already a deposit of g 2000 (upon suggestion of Mrs. Wolti's
sister). I therefore attach his affidavit in triplicate and
would ask you.
2) do you consider Mr. Van Loon's affidavit to be made out
in “the form Asired? (I think it is splendid)
3) Purthexmore, I send you enother form in which Mr.Van Loon *
has only typed,in the names, but I understand from your suggestions

4) Mr.van Loon's letter to the State Department is also , |

. 5) Do you want me also to make out an affidavit and to |
accompany a photostat copy of my last Income tax declaration?
6) Do you you suggest that I issue a sworn form like mentio~

As to myself, I am born in Germany, Lived ten years |

in South America where I became a citizen of C 6, arrived here
in 1938 where I apblied for citizenship. I am 35, married, no
children, executive position in the chemical industry, income

7) Is it necessary to give a "Lebensleut" as suggested by
you, or are the dates given in the affidavit sufficient? I .
dmow, of course, all details regarding Dr.K.W., but only roughly
-about his wife.
8) Wi11 it be convenient that after all papers have been
made up they be forwarded to the State Department by Mr.van Loon
or by your organization?
9) Dr.K.W. in his recent letter implores us to hurry this
matter as much as possible, ard that the visitor's visa should be
cabled by the State Department to the Consul in Marseille. Who
should aphly for the cable transmission of the visa?
Kindly excuse me that I took the liberty to ask
you so many straight questions. But I try to help my old friend
as quickly and as effheiently as it liesin human power, and I alse
thought it might be easier for your good self if you kindly
reply shortly to each question number, by special delivery using
the. attached enevelppe. I would suggest that in case you. decide
to have all documents forwarded by your organization to keep
those in your office to which no further addition will be needed.
