Mr. Paetel is workine in our office. We filled out an
application for reclassification which was sent. on September 1,194¢,
to your Local Board. ‘This application was received in your Loeal
Board before he got his Alien Acceptance Notice which wag sent to him
on December 16. The application for his deferment was not taken into
consideration as yet. We assume that the application has been over-

looked and went to draw your attention to it. We are requesting to
revoxe or to postpone his incuction until our application for his de-
ferment has been taken into considerat#@py and, if rejected, we had
our chance to make am appeal against t&i@ decision.

In order to facilitate to the Local Board to decide about
the essemt dal character of lir, Paetel's 6{vilian cecupstion I am giv-

ing you the following information.

7 The OZER was founded in March 1942 when 4t became apparent
to the General Staff that a more detailed Knowledge of conditions in-
side Kurope is necessary for the oreparation of a new front in Lurope
and Africa. The work performed was soon recosnized to be very import-
and anc the office increased its staff from 6 to 387. ‘
For reasons of secrecy the OLER operates as a private in-
stitution which holds s war contract with the US Government. |

The Chief's of the US Army, Navy and Air Force under the
Chairmansnipy of Admiral Leahy (Joint Chiefs of Staff) operates an |
Intelligence Livision (Office of Strategic Services) which was create
ed by a Military Order issued by the President of the United States of
America, under the date of June 13, 1942. A cont act has been conclud-
ed, on October 1, 1942, with the United States of America and the OKER
according to the Executive Order No. 9241, issued by the President of the
United States of America on September 1, 1042, and to Executive Order
tide GOQL, Issued September 17, 1941, and an Allocation Letter No. 42/5-18,
dated July 5, 1942, signed by Franklin D. Roosevelt, President of the

United States of america,

According to this contract the OZER “agrees to secure direct-
ly from various sources...foredgn publications containing information
pertaining to the economic and political conditions, military strength
and industrial capacity of certein coumtries, to review and cigest such
publications, to prepare abstracts of information contained therein,

to be submitted dn the manner and form and at such a time as specified
by the Government. The Contractor will maintain files on all dinfora-
ation abstracted in such a manner to facilitate and expedite the ag
paration andssubmission of reports requested. It is understood ;

agreed that the contractor will only report on information dhiol: or
the opinion of the persome employed by it, is reasonutly accurate and
indicative with revard to the information d-sirec. It is further under-
stood and agreed that the contractor will undertake such research and
surveys within the scope of its ability as required by ti Government..."

From the above content of the contract and the contracting
office which is part of tne Joint Chiefs of Staff of the Army, havy
and Air Force of the United States of America the importance of the
Office of Zuropean Economie Research for the prosecution of tue war
becomes obvious.

Mr. Paetel entered the OEER on July 22, i942, when the office
was expanded. He is the military adviser and as such directing the pre-
_paration of confidential and secret reports for the Joint Chiefs of Staff.
He has am exceptional knowledve of details of the German military organ-
4zation which makes hiw irreplacesble in ‘ids pocition.

Mx. Paetel worked im vermany in the free and democratic youth
movement and came in cis activities in contact with most of the leecers of
the Nazi yout:: movememt who became later and are todey leaders of tne Nazl
party and army. Ke left Germany in 1935 after nis underground activities
were discovered and continued the organization of underground movements
against the Nazis from outside. Several times the liazis trie: to get
-hole of himamd, after the ‘occupation of France ordered his «xtradiction.
Fortumately, he was able to get out of France snd to come te this country.

Among other things Mr. Paetel prevared a detadied anelysis
on military training and mobilization in Germany. He also supplies the
army with informetion about changes in the lea<ing positions in the German
army and because of his knowledzs of the organization he is keeping a file
of all higher German of‘icers up to date from which regular information is
given to the U.3.4.

about the deferment policy of the Office of Duropean Economic
Research.

The OZER employed in December 5 persons. It is
not our policy to ask for the deferment of everyone of them,
on the contrary, we are asking for a deferment only of the
following staff members:

1) John B. Norman, Director of the office

2) Karl 0. Paetel, Military Adviser

3) Lewis Coser, Central-European expert

4) Fritz Opel, Expert for the German underground movenent

Tie above statement will makenit clear that the OZER
is requesting a deferment of lir. Paetel only because we consider hin
really an essential and irreplaceable man in his present position,
and because we are gure that in his present position he is contrib-
uting more for the war effort of the United States and the Allied
Nations than if he would be drafted in the army.
