Re: Authorization to Include a Consent Agenda as Part of the Regular
Agenda of Every Regularly Scheduled Meeting of the Council
I recommend that the Council adopt the following resolution:
WHEREAS, in order for a more efficient administration and management of meetings of the
Council through the expeditious conduct of routine Council matters, and to allocate more
meeting time to member education and the discussion of substantive issues, the Council believes
that it is in the best interest of the Council to include, as appropriate, a consent agenda for the
passage of routine, non-controversial matters on the agenda of each regular meeting of the
Council;
NOW, THEREFORE, BE IT RESOLVED that the Council is authorized to include a consent
agenda for the passage of routine, non-controversial items or items of a similar nature on the
agenda of each regular meeting of the Council at its regularly scheduled meetings; and be it
further
RESOLVED, that the consent agenda shall consist only of routine, financial, legal and
administrative matters, including, but not limited to, approval of minutes, committee and staff
reports, updates or background reports provided for informational purposes only and those items
which have already been discussed or explained and do not require further discussion or
explanation; and be it further
RESOLVED, that any member of the Council may request to have any item removed from the
consent agenda at any time prior to a vote being taken on that item, in which event the item will
be removed from the consent agenda and considered in its normal sequence on the regular
agenda; and be it further
RESOLVED, no request to remove an item from the consent agenda to be discussed and acted
on separately shall require a second or a vote by the Council; and be it further
RESOLVED, that all items remaining on the consent agenda shall be considered by and acted
upon by the Council collectively under one motion.
