Minutes of the Council meeting of April 29, 2016

1. Draft Minutes from the April 6, 2016 meeting were approved by the Council without amendment by a vote of 11-0-0
.

4. Committee on Curriculum and Instruction Report – Chris Pastore
The previously distributed written report was reviewed verbally by Prof. Pastore, Committee Chair. Curricular
updates/changes are recommended for approval in the following programs: Social-Personality Psychology PhD, Urban &
Regional Planning MRP, Studio Art MA and TESOL MS. The Council voted 11-0-0 to accept the report and approve the
program changes recommended.
5. Proposal to establish a graduate certificate program in International Education Management.
Prof. Mitch Leventhal from the Department of Educational Administration & Policy Studies introduced the (previously
distributed) proposal to establish a 9 credit graduate certificate program in International Education Management. The
rationale for creation was summarized and the target audiences discussed. The grad cert program is envisioned as a
stepping stone for a master’s program also currently in development. Council members voted 11-0-0 to approve the
proposal and recommend it (jointly with UPPC) for Senate approval.
6. Proposals to add distance education registration extension to existing CAS and PhD programs in Literacy.
Prof. Donna Scanlon for the Department of Literacy, Teaching and Learning briefed the GAC on the proposal to add
distance education delivery extension to the registration of the two programs. She received valuable feedback from council
members regarding
Course scheduling and delivery clarity for students.
Difficulties of categorizing/counting students as on-line versus on-site.
Difficulties in some circumstances regarding remote performance assessment.
Difficulties in some circumstances regarding remote presentations and class participation.
It was a fruitful discussion engaged at the request of the Graduate Dean and Provost in good faith communication with
governance, given that no curricular changes were involved. The council concluded that there were no “red flags” to
warrant a hold recommendation on the proposal transmittal to SUNY/SED.
7. The next GAC meeting is scheduled for Monday, May 9, 2016 at 1:00PM in UAB 320. There is a likelihood this meeting
may be cancelled and notice to confirm or delete should be expected from Jon Bartow by Wednesday, 5/4/16.
