The Senate meeting scheduled for December 8 is
cancelled.
As many of you know from work on various
councils, there are many important issues working their
way toward the Senate.
However, the agenda for the
December meeting would not have justified taking your time.
I am pleased to report that the resolution we
approved at our last meeting on the inclusion of faculty
and students in the search for a SUNY Chancellor brought a
prompt response from Board of Trustees Chair,
Donald Blinken.
Details of the arrangement reached were
described in the November 21 Albany Student Press.
Mr. Blinken said in his conversation with me that faculty
and student representatives on the Search Advisory
committee will have full access to criteria, files and
interviews of candidates.
The SUNY Faculty Senate
President and other statewide representatives have
endorsed the arrangement.

The meeting was called to order at 3:42 P.M. in the Campus Center Assembly Hall by
University Senate Chair, Donald Birn.
The Minutes of October 6, 1986 were approved as written.

Eir..e in Fine Arts Bu.!!.Q!n9. - President O'Leary reported that two firfjS in and near the
Fine Arts Building, both delemed of suspicious origin, were extinguished in the early
evening hours of November 2, 1986. The first occurred in a room adjacent to the
undergraduate arts studio, used for storage of paintings on the third floor of the Fine
Arts Building, resulting in total destruction of the storage room's contents, but
almost no damagr~ to easells, etc. in the main room. A good deal of smoke damage
occurred in the hallway as smoke escaped through the burned door. Mr. O'Leary
reported that thf:J fire was contained in that:. room, before being discovered, for about
one' and one-half hours by the closed door and said that in similar cases at SUNY A,
the construction of the University has ensured containment of fire to small areas,
there~by decreasing chances of personal injury and property loss. The second fi.re
occurred in a storage room, near LC-6. The fire was contained in that room and
damage to contents was minimal. No injuries resulted from either incident. The
President stated that Campus Security will be increased in the next days in an
attempt. to avoid a recurrence, and recommended that everyone in the campus
community look to his or her own security, especially in tf.3rms of office areas.

hade of .. Et.hics - The President reported that a booklet containing the recently
approved SUNY A Code of Ethics will be published soon and made available to
everyone on campus, and congratulated the Senate on moving forward on this
important matter.
~!!19.- The segment of the 1987-88 University budget re~]arding the Graduate
and Hesearch Initiative was approved by the Board of Trustees and will now be sent
to Governor Cuomo for his approval. This is a crafted and integrated initiative that.
balances all of the complexities of the SUNY system, including the unique roles of
the campuses in the various areas. The segment containing requests for campus
security, maintenance, faculty /student ratios, support staff, etc. has alN·)ady be<'.m
approved and moved forward for the GoVE-:lrnor's approval. President O'Leary expc~cts
that the Governor will move forward on the initiative.

E. Scatton reported on his recent. meeting with other SUNY Senators' in Saratoga.
The report, available at. the door, detailed ten rfJsolutions considered by the
Statewide Senators and gave the final determination for each. H. Cannon corrected
item L1. of the report to read

stated in regard to item 5 that the Board of Trustees had in mind that faculty and
students would be members of an advisory committee, separate from the Chancellor's
search committee.

UAC ·- Due to the delayed arrival of Council Chair Levato, A. Zitelli reported th~!t
the Council continues to rneet.
GAC - G. Purrington reported that. the Council is reviewing recommendations of the
Academic Standing Committee.
SAC - The Council will rneet Wednesday afternoon to decide on two new fraternities'
charters.
Hesearch - Council Chair Millis reported that the Council is in the process of forming
an ad hoc committee on misconduct/dishonesty in research and is seeking the widest.
possible campus representation for that committee.

UCC - T. Anderson report<~d that the Council met to reconsider an earlier decision on
location of a parking lot to be constructed near the Biology Building. The Perimeter
Road and State Quad location had technical limits and the Council is now looking at
an area near Indian and State Quads (northeast corner of Indian Gluad and southeast
corner of State Quad). After hearing from students, faculty and staff the Council
wi.ll put forward its recommendation to the President.
CAFE - The Council is drafting a very preliminary document on freedom of
expression an campus and will meet with the President to discuss progress.
CPCA ·· No report.
Library ·· The Council had its organizational meeting recently and discussed Library
space, staffing, hours, noise, etc. and began discussing where the library "sits" in'
overall campus priorities.

in Social Welfare
G. Purrington of GAC answered questions in the absence of Council Chair J .
Berman. A motion was made to approve the subject Bill. 1·--t. Cannon seconded.
The motion was unanimously approved with no abstentions.
E. Scatt.on introduced a motion that the Senate Chair communicate to the chairman
of the Board of Trustees the Senate's disappointm(:)nt that faculty and students have
been excluded from the Chancellor's Search Committee and urge the Board to
relconsider its decision; and that the Senate Chair inform the faculty and staff of the
uniw::Jrsity of theJ Board's decision and ask them to write to Chairman Blinken in
support of reconsideration. Motion seconded by H. Cannon. J . Bernstein offered a
'friendly amendment that. "and students" be added to paragraph two of thr:~ motion and
that there be an announcement. of this action in the ASP. J. Levato offc~red the
friendly amendment. that "themselves" be deleted from paragraph two and that "the
the" be changed t.a "the" in paragraph one. Both amendments were accepted by
SUNY Senator Scat.t.on.
G. Purrington offered the friendly amendment that "to reconsider the decision and to
appoint faculty and students to such committee" be added to thf:! end of paragraph
two. A discussion followed. K. Birr moved the previous question. The motion was
carried with two abstentions and two opposed. The revised motions are to read as

Move: That the chair of the SUNV A Senate commun.icate to the chairman of
the Board of Trustees, Donald Blinken, the Senate's disappointment that faculty

Move: That the chair of the SUNV A senate inform the faculty and staff of the
university of the Board's decision and ask them to write to Chairman Blinken to
reconsider the decision and to appoint faculty and students to such committee.
V. Aceto moved that a copy of the subject. resolution be sent to the University
Council for their endorsement. Motion seconded and approved with three in
opposition and one in abstention.
A. Magid moved that the Senate establish a group to contact New Vork Times
educational E:lditors and invite them to discuss with the SUNV A Senate the matte:-1r of
recruiting a Chancellor for the State University of New Vork. Motion seconded. A
discussion followed after which a vote was taken. The motion failed with 28 nays, 17
yeas, 2 abstentions.
G. Purrington moved that. SUNV Senators Scatton and Cannon contact their statewide
Senate leadership and urge them to engage in activities resulting in newspapers in
each respective SUNV college c>r university area being contacted on this matter to
dernonstratt-) a SUNV -wide concern rather than simply a University at Albany
concern. The motion was approved with one abstention.
The meeting was adjourned at 5:0l1 P.M.
