Senate Bill No. 0405-20
UNIVERSITY SENATE
UNIVERSITY AT ALBANY
STATE UNIVERSITY OF NEW YORK
Circulated by the Executive Committee
To be introduced May 2, 2005
COUNCIL SUPPORT STAFF
IT IS HEREBY PROPSED THAT THE FOLLOWING BE ADOPTED:
1. That the Senate Charter be amended to add
SVI.1.7. Staff support for the Senate shall be designated by the President.
2. That the Senate Charter be amended to add to the section on the executive committee
(additional text is underlined)
SVII.3. To facilitate the conduct of Senate meetings, the Executive Committee may
appoint a parliamentarian. The staff support member for the committee shall be the
support staff person assigned to the Senate.
3. That the Senate Charter be amended to add to the section on the University Planning and
Policy Council:
SX.2.1.10. Staff support for the Council shall be designated by the Vice President of
Finance.
4. That the Senate Charter be amended to add to the section on the Council on Promotion and
Continuing Appointment:
SX.7.1.6 Staff support for the Council shall be designated by the Provost.
5. That the Senate Charter be amended to add to the section on the Council on Libraries,
Information Systems and Computing:
SX.8.1.9 Staff support for the Council shall be designated by the Chief Information
Officer.
6. That the Senate Charter be amended to add to the section on the University Life Council:
SX.9.1.10 Staff support for the Council shall be designated by the Vice President of
Student Affairs.
7. That this shall become effective September 1 2005.
8. That this policy shall be forwarded to the President for approval.
Rationale:
1. Some of the councils, for example GAC, UAC, and CAA, have staff support designated in the
Senate Charter. Staff support for the Senate itself has been provided by the office of the
president. Making the staff support explicit provides for continuity and makes it easier for those
unfamiliar with the senate to locate the appropriate personnel, particularly at times when the
council membership is changing.
2. The charter does not specify staff support for the executive committee but it is sensible for the
executive committee and the senate to continue to have the same staff person.
3. The charter specifies that the governance council will be supported by the senate support
person. The charter does not specify staff support for UPC, which currently also uses the same
staff member. This creates an excessive burden for producing minutes and precludes having the
two councils meet at the same time.
4. This makes the support for CPCA explicit but unchanged.
5-6. These add needed support for LISC and ULC.
