UPPC Charge
•
Responsible for the oversight and development of the 
educational, research and service programs of the University
•
Discuss and review proposals for new academic programs and 
actions affecting continuance of existing programs; make 
recommendations regarding such proposals to the Senate for its 
approval
•
Discuss and review proposals for new research programs, 
centers and facilities and actions affecting continuance of 
existing programs
•
Seek formal representation on budget advisory bodies 
established by the President and Provost, and its representatives 
shall report to the Council in order to facilitate the Council’s 
review and advice.
UPPC Committees 
• Resource Analysis and Planning Committee:  
Reviews important recent trends and 
developments in the University budget, including 
changes in funding sources and expenditures; 
reviews development and implementation of the 
University’s Strategic Plan
• University Facilities Committee:
Reviews master planning, including planning for 
major new buildings and facilities; the operation 
of facilities; renovation; and management, 
including traffic, transportation, and parking
Action Items for 2009-2010
•
Reviewed the initial setup of the Strategic Planning Committee in 
Fall 2009, and reviewed the goals identified by the SPC in spring 
2010. 
•
Reviewed and made recommendations regarding several programs 
such as Master in Global Affairs, Russian MA, PhD in Organizational 
Studies, Minor in Public Health, and others.
•
Discussed the Report of the 2009 Graduate Student Support 
Doctoral Program Review Panel
•
Requested and received information on historical budget data 
about the state allocation to UAlbany. 
•
Discussed PHEEIA and recommended to the senate to endorse the 
“Principles” of the act, consistent with the motion passed by the 
SUNY Faculty Senate.
•
All UPPC members participated in the President’s Budget Advisory 
Group (BAG 3) in May/June 2010.
