Minutes of the Graduate Academic Council meeting of October 31, 2017, 3:00 PM, UAB320

1)
Draft minutes of the October 13th, 2017 meeting were amended and approved by vote of 9-0-0. 
2)
Dean’s Report – Dean Williams reported that the Master of Science program proposal in Data Science was 
approved and the new program registered by NYS Education Department.
3)
Chair’s Report – Chair Rafferty had no report. 
4)
Proposal for new program – Master of Arts in International Education Management 
a)
Prof. Alan Wagner presented the proposal.
b)
It is an opportunity to prepare practitioners to work in International Education Management, in 
settings similar to our own Center for International Education and Global Strategy.
c)
30 credit program and aimed at being online. 
d)
It is expected that there is a global market for students
e)
A demand survey was conducted and led to this proposal.  Only two other similar programs exist.
f)
Capstone course E APS 680 is an opportunity to draw all the program training together via practicum 
or internship.
g)
A question was raised regarding ancillary support services, particularly since this program will be 
delivered online.  Prof. Wagner indicated that faculty will provide the advisement and the Department
expect to create a digital “commons” for students and faculty to interact.
h)
The program focus will be data driven.  There have been expressions of anticipated demand for the 
program from international Education administrators.
i)
Concerns were expressed about need to fast track movement to online program delivery, as there is 
not likely a sufficiently large market at the local level.
The Council voted 10-0-0 to approve the proposal and recommend the same to the University Senate for 
final governance action.
Motion made to adjourn and motion was approved 10-0-0
