The Department of Health Policy. Management. and Behavior is proposing two new 
combined degree programs in conjunction with the Departments of Psychology and Sociology. 
Two similar programs are also bemg planned in collaboration with the Departments of Business 
and Economics (proposals for these will follow once finalized). These programs will allow for a 
student to earn an undergraduate degree in one of these four areas along with an M.S. in Health 
Policy. Management. and Behavior in 10 semesters and I summer of full-time study. The 
rationale for implementing them includes the following:

The Dept. of Health Policy. Management. and Behavior would like to become more 
competitive in attracting viable students for our M.S. program from within the university. 
by offering an appealing option to undergraduates to earn both a bachelor's and master's 
degree in five years. Many departments on campus already offer combined degrees in 
their areas. The university contains a large pool of qualified students often looking to 
find an efficient way to gain master· s level training immediately after their undergraduate 
experience. This serves primarily to enhance their own early career prospects. 
• 
The M.S. in Health Policy. Management. and Behavior logically fits with these four 
undergraduate subject areas as a field of graduate study. Each of these undergraduate 
areas prepares students for at least one of the three substantive areas in the program: 
health policy, health management. or social behavior and community health. By 
providing solid foundations for core and elective courses in health policy, management. 
and behavior. these combined degrees offer select students outstanding preparation for 
immediately making contributions in public and private health care organizations.

Offering these programs creates no significant added burden on existing faculty or 
department resources. No new courses must be created and offered. existing ~;:ourses

currently have space to accommodate students in these programs (i.e., no new class 
sections have to be created). and recruitment activities will mesh with existing activities 
already being conducted for the M.S. program in the depanment. For example. 
informational brochures for each of the combined degree programs will be created in-
house by modifying a general M.S. program brochure currently being developed by the 
depanment. Additionally. a web link Y.ill be created on our existing home page that will 
detail each of the combined programs for interested students. We anticipate at most 1 
or 2 students from each undergraduate department (i.e., psychology) taking 
advantage of this program. 
Please let me know if you need any further information or have any questions or concerns 
that we may answer. Sample course sequences for students are attached as Appendices A and B. 
We look forward to moving ahead v.ith these new programs by beginning to recruit interested 
students during summer and fall2000. We will have strict recruitment criteria. including the 
university 3.2 GPA undergraduate requirement for combined degree acceptance and personal 
interviews with faculty members. Students may be formally accepted into the program no earlier 
than the end of their sophomore year and no later than the end of their junior year. 
The health caretservices tield is growing and contains many new and exciting jobs. We 
think students will see value in our degree program. and in the ability to artain both a Bachelors 
and Masters degree in five years . 
Characteristics of Combined Degree Programs with the Dept. of Health Policy, 
Management. and Behavior 
Similar Elements of All Combined Degree Programs: 
A. All combined programs require a minimum of 156 credits. at least 48 of which must be 
graduate credits. 
· 
B. Total minimum credits required for the combined undergraduate major and graduate program 
is 36 credits in the undergraduate major and 48 credits in the Health Policy, Management 
and Behavior major. all of which must be graduate credits. 
C. In qualifying for the undergraduate bachelor ·s degree (regardless of discipline), students must 
meet all university and college requiremems for a minor requirement, the minimum 90 
credit liberal arts and sciences requirement, general education requirements, and 
residency requirements. 
D. In qualifYing for the M.S. in Health Policy. Management and Behavior (regardless of the 
specific combined degree program). srudems must meet all university and college 
requirements as outlined in the Graduate Bulletin, including completion of a 
minimum of 48 graduate credits.

E. Requirements for the M.S. in Health Policy. Management. and Behavior: EPI501, STA552,

STA553, HPM500. HPM525. EPI514. HPM501, HPM601, HPM647, HPM690, plus 18

F. Number of semesters of full-time srudy required for program completion: 10 + I summer 
G. Applic:1ti6n process to be constdered for admission to a combined degree program: 
Students may be admitted to a combined degree program at the beginning of their junior 
year and after successful completion of 56 credits, but no later than the accumulation of 
I 00 credits. A GP A of3. 0/3.2 or higher. three supportive letters of recommendation 
from faculty (at least one v:ith whom the Student took a course), and a personal interview 
with a faculty member from the Dept. of Health Policy, Management, and Behavior are 
required.

This is a proposal for a combined degree program between the Department of 
Health Policy, Management and Behavior (HPMB) and the Department of Sociology. It 
is parallel to one proposed by the Department of Psychology. The program will allow 
students to earn an undergraduate degree in sociology along with an M.S. in HPMB in 
five years plus one summer of study. The program should provide valuable experiences 
and opporrunities for majors in sociology. and we believe it will attract highly motivated 
students to our major. 
Our departmental Undergraduate Committee and the faculty as a whole have 
reviewed the proposal, and we are confident that there are no adverse effects to our 
major. nor a significant burden on our resources. We will not need to alter course 
offerings or offer more seats to existing courses. 
We have worked with Dr. Timothy Hoff of the Department of Health Policy, 
Management, and Behavior to put together the curriculum for the combined program. A 
copy of the proposed program is attached. We forward it to the College for relevant 
approvals.

The Deparonent of Health Policy, Management, and Behavior (HPMB) has proposed a 
new combined degree program in conjunction with the Deparonent of Psychology. This 
program will allow students to earn an undergraduate degree in psychology along with an M.S. 
in HPMB in five years plus one summer of study. We believe that this program will provide 
valuable experiences and opporrunities for majors in psychology. The health policy and 
management field is growing and provides viable employment opponunities for psychology 
maJors. 
We have reviewed the proposal and am confident that it will not adversely affect our 
undergraduate major. To the contrary, it provides additional opponunities for our majors. The 
proposal creates no significant burden on our faculty or resources. The Depamnent of 
Psychology will not have to alter its course offerings or add more seats to existing courses. 
We worked with Dr. Timothy Hoff of the Deparonent of Health Policy, Management, 
and Behavior to put together the curriculum for the 3/2 program. A copy of the proposed 
program is attached. We think that this is a good program that enhances the quality of 
undergraduate and graduate education at the University at Albany. We recommend that the 
proposal be approved.

The Department of Health Policy. Management. and Behavior is proposing two new 
combined degree programs in conjunction with the Departments of Psychology and Sociology. 
Two similar programs are also being planned in collaboration with the Departments of Business 
and Economics (proposals for these will follow once finalized). These programs will allow for a 
student to earn an undergraduate degree in one of these four areas along with an M.S. in Health 
Policy. Management. and Behavior in 10 semesters and I summer of full-time study. The 
rationale for implementing them includes the following:

The Dept. of Health Policy. :V!anagement. and Behavior would like to become more 
competitive in attracting v1able students for our M.S. program from within the university. 
by offering an appealing opuon to undergraduates to earn both a bachelor" sand master· s 
degree in five years. Many departments on campus already offer combined degrees in 
their areas. The university contains a large pool of qualified students often looking to 
find an efficient way to gain master" s level training immediately after their undergraduate 
experience. This serves pnmarily to enhance their ov.n early career prospects.

The M.S. in Health Policy. :V!anagement. and Behavior logically fits with these four 
undergraduate subject areas as a field of graduate study. Each of these undergraduate 
areas prepares students for at least one of the three substantive areas in the program: 
health policy. health management. or social behavior and community health. By 
providing solid foundations for core and elective courses in health policy, management. 
and behavior. these combined degrees offer select students outstanding preparation for 
immediately making contributions in public and private health care organizations .

Offering these programs creates no significant added burden on existing faculty or 
department resources. No new courses must be created and offered. existing courses

currently have space to accommodate students in these programs (i.e .. no new class 
sections have to be created). and .recruitment activities will mesh with existing activities

already being conducted for the lvl.S. program in the department. For example.

informational brochures for each of the combined degree programs will be created in-
house by modifying a general M.S. program brochure currently being developed by the 
department. Additionally. a web link will be created on our existing home page that v.ill 
detail each of the combined programs for interested studentS. We anticipate at most 1 
or 2 students from each undergraduate depanment (i.e., psychology) taking 
advantage of this program.

We look forward to moving ahead with these new programs by beginning to recruit interested 
students during summer and fall 2000. We will have strict recruitment criteria, including the 
university 3.2 GP A undergraduate requirement for combined degree acceptance and personal 
interviews v.ith faculty members. Students may be formally accepted into the program no earlier 
than the end of their sophomore year and no later than the end of their junior year. 
The health care/services field is growing and contains many new and excitil}g jobs. We 
think students will see value in our degree program. and in the ability to attain both a Bachelors 
and Masters degree in five years.

Characteristics of Combined Degree Programs with the Dept. of Health Policy, 
Management, and Behavior 
Similar Elements of All Combined Degree Programs: 
A. All combined programs require a minimum of 156 credits. at least 48 of which must be 
graduate credits. 
B. Total minimum credits required for tbc combined undergraduate major and graduate program 
is 36 credits in the undergraduate major and 48 credits in tbc Health Policy, Management 
and Behavior major, all of which must be graduate credits. 
C. In Cjlllllii}ing for tbc undergraduate bachelor's degree (regardless of discipline), students must 
meet all university and college requirements for a minor requirement, the minimum 90

100 credits. A GPA of3.0/3.2 or higher, three supportive letters of recommendation 
from faculty (at least one \\ ith whom the student took a course), and a personal interview 
with a faculty member from the Dept. of Health Policy, Management, and Behavior arc 
required.

In cooperation with the Department of Health Policy, Management and Behavior 
(HPMB) in the School of Public Health, the Department of Economics is proposing two 
new combined bachelor's/master's degree programs: B.A./M.S. and B.S./M.S., both in 
Economics/Health Policy, Management, and Behavior. 
The proposals are specified on the accompanying statement of "Characteristics of 
Combined Degree Programs" and supplemented with sample programs of study. The 
proposals were initiated by HPMB and refined through discussions between the 
departments. The proposals conform to the University guidelines for all combined 
programs, as outlined in the Graduate Bulletin. 
There is one special feature of the Economics/HPMB proposals that makes them different 
from the parallel proposals being submitted from Psychology and Sociology: among the 
12 credits that may be applied to both the undergraduate and graduate requirements, up to 
six credits may be applied to the undergraduate major in Economics. These six credits 
would be in graduate courses already cross-listed between the departments. The balance 
of the double-counted credits would be undergraduate electives. 
These programs would offer valuable experiences and opportunities for a few 
undergraduate majors in Economics, and we are happy to cooperate with Health Policy, 
Management and Behavior in this endeavor. The programs will not create any significant 
burdens on this Department, and they will not affect our need for resources .
