The meeting was called to order by Chair Champagne at 3:40p.m.
1.
Approval of Minutes
The minutes of the Febmary 28, 1994, Senate Meeting were approved as
distributed.
2.
President's Report
President Swygert repm1ed on the State Budget that the State Operations Budget
was approved by the Legislature. This provides stabilization of SUNY.
Dean Judy Genshaft has assembled a University-wide committee to plan the
Excelsior High School, the President said. CuiTently we do not know if the School
will be pat1 of the final budget.
The President repm1ed this year's Budget Panel, chaired by Helen Desfosses,
provided priorities on how resources should be distributed throughout the campus.
The Budget Panel also provided Vice President Hitchcock with recommendations
and she will tty to bring new resources onto the campus.
The President repm1ed on the computer resources to the faculty. Department
chairs have submitted depat1mental computing priorities. Various systems have
been installed for communication between schools/colleges. A dialogue on
computing for the campus needs to be developed, the President said.

There was no Old Business.

New Business

Election of 1994-95 Chair-Elect and Secretary. Chair Champagne noted
that the Senate Executive Committee proposed the nominees.
Cyril Knoblauch is proposed for Chair-Elect. Chair Champagne asked for further
nGminatiGns. There being none, Senator-Bosco moved-that nominations be closed
and that Professor Knoblauch be elected by acclamation. The motion was
seconded and passed.
Shirley Jones is proposed for Secretary. Chair Champagne asked for further
nominations. There being none, Senator Bosco moved that nominations be closed
and that Professor Jones be elected by acclimation. The motion was seconded and
passed.
Refening to the UAC repott, Senator Gibson asked if the English program was a
restricted one. There was some debate and the English Department, after the
requisite research, stated it would be restrictive.
President Swygett noted that the Collins Fellows Award has been made available
only to teaching faculty. It is viewed as the highest citizen accolade at the
University at Albany. A suggestion has been made to extend this award to non-
teaching faculty, he said. This is not a governance issue, but it is important in
raising this issue for your guidance, he said. There would be two awards -- one
for teaching faculty and one for non-teaching faculty. The Collins Fellow Award
is our own award and is not subject to external review. President Swygert asked
for comments/recommendations before a decision is made.
There being no fmther business, the meeting adjourned at 4: 15 p.m.
