Minutes of the Graduate Academic Council meeting of September 26, 2017, 2:30 PM, UAB320

1)
Chair Rafferty welcomed all and initiated introductions of Council members and guests.
2)
Dean’s Report – Dean Williams welcomed and extended thanks to new Council members. 
a)
Updates of Graduate Satisfaction Survey. 
b)
Report on the University at Albany’s participation with Alan Alda Center for Communicating Science 
program at Stony Brook, which is “train the trainer” to communicate science to laypeople.
3)
Chair’s Report – Chair Rafferty had no report. Recommended the Council establish and approve 
committees and committee chairs.
4)
GAC Committees & Chairs – 
a)
J. Bartow gave review of responsibilities of committees and committee chairs.
b)
Question by Z. Lawrence, if there will be a review of Graduate reinstatement/grievance policies, 
answered by J. Bartow, no. 
c)
Recommended that at some point the Committee on Curriculum & Instruction and/or Council add a 
time limit to filing academic grievances made to the GAC. 
d)
Kristie Asaro-Saddler volunteers to be chair of Committee on Admissions & Academic Standing. 
e)
Roster for Committee on Education Policy and Procedure (CEPP) to be left vacant due to no business.
f)
Motion made to approve the rosters of both the Committee on Curriculum & Instruction and 
Committee on Admissions & Academic Standing.
Approved by vote of 10-0-0
5)
New Business – 
a)
Proposals from Department of Electrical & Computer Engineering to establish an M.S. and a Ph.D. 
program in Electrical & Computer Engineering, reviewed and discussed.
Motion made to vote on both proposals at the same time, with one vote. Motion approved 10-0-0
Motion to approve the establishment of M.S. and a Ph.D. program in Electrical and Computer 
Engineering, with minor edits as discussed. Approved 10-0-0

6)
Other Business – 
J. Bartow led a procedural discussion on the upcoming request from Department of Information Science. 
The department will be asking for approval of changes to the 5 tracks of the MS IS program and the 
addition of a “stand-alone” degree in Library Science Media that is certifiable by NYS Education. He 
recommends the GAC review it as a body rather than sending proposal to Committee on Curriculum & 
Instruction first.

Motion made to adjourn and motion was approved 10-0-0
