The draft minutes of the GAC meeting of 4/29/14 were considered and approved without any
amendment by a vote of 6-0-0.
2. Graduate Certificate Program Proposal - English Studies
Professor Craig introduced the proposal that had previously been distributed to Council members. In
doing so, he explained that the program had been developed and designed in conjunction with the
School of Education’s Department of Educational Theory & Practice. It is anticipated that the
Certificate will be considered attractive for its additional English content, to Education graduate
students pursuing the M.S. in Secondary Education English, providing for better overall preparation,
better teachers, and enhanced candidate marketability. The Council voted to approve the certificate
program proposal by a vote of 8-0-0.
3. Dean’s Report – K. Williams
Dean Williams offered no report to the Council, but took the opportunity to express thanks to all for
the counsel provided and a productive governance year in relation to graduate education.

Chair’s Report – R. Toseland
Professor Toseland similarly offered no report to the Council, but expressed his thanks to all.
5.
M.S. Program Proposal – “Companion” MS in Early Childhood/Childhood Education
Professor Goatley introduced the proposal, previously distributed, to establish this M.S. companion
program to the offerings of the Department of Literacy Teaching & Learning. The curriculum will be
the same as the State registered teaching certification M.S. program in Early Childhood/Childhood
Education, except for the required DASA (dignity; bullying) workshop, as such must be obtained in
person in NYS and is prohibitive to out-of-state distance education learners. The Council voted to
approve the program proposal by a vote of 8-0-0.
6. CNSE Transition
Provost Phillips provided an update to the Council, following on key transitional events, including the
3/14/14 action of the SUNY Board of Trustees to approve a CNSE merger with SUNY IT.
Accreditation and NYS programapproval actions will be solicited, before the graduate programs fully
shift to the new institution. Student and academic support services are being (or anticipated to be)
addressed as part of the transition planning. She suggested that the Council ask for periodic updates
on these topics in the year ahead.
