University at Albany President Karen Hitchcock and unidentified faculty members preparing for the University at Albany's 2003 John E. Burton Lecture Distinguished Public Service Awards Ceremony. John Cahill, Secretary and Governor George Pataki's chief of staff, gave the Burton Lecture and the University presented the 2003 Distinguished Public Service Awards to John Cahill, Lynn Gilmore Canton, John Nielsen, Janet Martin Welch, and Betty Barnette . The John E. Burton Lecture is named for the former New York State Director of the Budget, 1943 to 1950 . Modernizing the budget process and advancing the notion of professionalism in government are two of his many contributions to New York State public service.
