Also honored with 2003 Distinguished Public Service Awards were John Cahill, Lynn Gilmore Canton, John Nielsen, Janet Martin Welch, and Betty Barnette. The John E. Burton Lecture honors John E. Burton, who served as New York State's Director of the Budget from 1943 to 1950 under Governor Thomas E. Dewey. Modernizing the budget process and advancing the notion of professionalism in government are two of his many contributions to New York State public service.
