Mr. George H. Pearson, Administrator
The Fred C. Koch Foundation, Inc.

P. O. Box 2256

Wichita, Kansas 67201

Dear Mr. Pearson:

Professor M. E. Grenander has informed me that The
Fred C. Koch Foundation has pledged $1,000 to a conference
entitled "“Asclepius at Syracuse: Thomas Szasz, Libertarian
Humanist," which will be held at The University at Albany
next spring under the auspices of The Institute dor
Humanistic Studies. She asked me to send you a letter
outlining the most expedient process for administering
the grant.

The University's fiscal agent for such awards is
The Research Foundation of S.U.N.Y. Upon receipt of a
check made payable to the Foundation, I can request that
an account be established out of which to allocate the
funds. Usually for grants of this size all the funds
are put into a miscellaneous budget category for use on
an unrestricted basis to cover a broad array of conference-
related expenses. Changes from this procedure are easily
made in response to particular restrictions you might
wish to attach to the award. I should also add that we
do not impose an administration or overhead charge for
support of this amount and kind.

The Research Foundation normally generates a final
fiscal report within 90 days of the closing date for an
account. The report is automatically submitted to the
sponsor. Here again, we will be happy to alter this
procedure in response to additional or other reporting
requirements stipulated by your organization.

If it is not possible for you to send me a check at
this time, I can arrange to have a cost-reimbursable
account established on the basis of an award letter for
support of this activity up to $1,000. The Foundation

Mr. George H. Pearson

can then submit a voucher to the Koch Foundation for
reimbursement on a monthly or quarterly basis, depending
on your fiscal procedures.

I hope it is clear that the way in which we handle
this grant depends in large measure on your procedures
and requirements. I've tried to outline two options for
your consideration. I'11 wait to hear from you before
going further in exercising one of them, or perhaps some
variation you may wish to propose.

We are grateful for your interest in and support |
of this conference. I'1l look forward to hearing
further from you soon.

Sincerely,

William Hedberg

the distinguished "Austrian School" economist of Polytechnic
Institute of New York and editor of the Journal of Libertarian

Rothbard writes: "I can think of no conference more worthy than one
in tribute to Dr. Szasz.". Dr. Szasz himself has also agreed to be
present and to respnnd informally to the issues raised.

We would be grateful for any small sums you might be able to con-
tribute to the SUNY Research Foundation on our behalf in the course of
the next few months that would help to support ASCLEPIUS, should you find
it a worthy project. In addition, however, we will be publishing our

findings in two stages. After the conference, all the forty-three papers

will be asked to expand them to full-scale research articles, complete

You mentioned that your Board meets in March. Would you be interested

in having us prepare a formal grant proposal for either stage of the.

publication aspect of ASCLEPIUS, which could be presented to your Board
members for the March meeting? If so, could you let me know the details

program, will mount a three-day conference, April 17-19, 1980,
entitled "ASCLEPIUS AT SYRACUSE: | THOMAS SZASZ, LIBERTARIAN HUMANIST,"
to be held on the SUNYA campus. _ e Dr |

of psychiatry at SUNY's Upstate Medical Center in Syracuse, will be
sixty years old on April 15, 1980, the symposium is planned as a

‘>t = &

sexagesimal tribute to his long and distinguished career in defense

c citizenship but of the humanities.
He has agreed to be present and to respond informally to the issues

raised. The conference will have two dimensions: first, a public

While humanists do not pretend to have any more wisdom than their
colleagues in other disciplines, they are as a group united in their
viww of man as an individual making autonomous choices in the conduct
of his life. It is this view which increasingly is being challenged
by the assumptions of the Therapeutic State, whose underlying premises
Szasz has examined with rigorous logic and described with honesty and
courage, in 16 books and over 300 articles. A conference celebrating
his sixtieth birthday is theeefore a fitting occasion to bring together
representatives from a variety of disciplines who can explore and
discuss the broad implications of his theories in a world marked
increasing¢¥y by the spread of governmental control, in welfare
bureaucracies as well as in totalitarian states. He has made a
profound contribution to the scholarly enalysis of the principles
underlying the schism between two quite contradictory trends involving
the relation between citizen and state, both of which are followed

“ a

by avowed civil libertarians. One faction wants the state, aided

~ r

by technical experts, to do whatewer it deems best bor any group
it considers deprived, acting coercively, if necessary, to achieve
what it regards as humane ends. Those in the other camp are suspicious

of se e professionals, believing that government bureaucrats,

acting from professedly benevolent motives, use their power to
infantilize and oppress citizens.

A, oe

Today Szasz's name has become identified with those theories of
autonomy and moral responsibility which he has been elaborating
throughout his career, from the points of view of epistemology,
semantics, ethics, sociology, law, politics, and history, In

his view, social engineering enlistsfdalse psghhiatric liberalism
and the manipulation of therapeutic language in order to undermine
both liberty and personal responsibility, concepts that, in the
humanities no less than in psychiatry and law, are crucial for a
deeent and meahnhggful life. They entail choosing among alternative
courses of actdnn and accepting the consequences, for good or evil.
Since our humanity necessatily entails moral burdens, he believes
that if we #wre to be free cttizens ina democracy we cannot redefine
ethical and political values as health values and then delegate

our responsibilities for them to psychiatrists.

Would the Fred C. Koch Foundation be interested in entertaining a
proposal for contributing to the costs of this symposium and its
resultant interdisciplinary research? I should be happy to dis-
cuss the possibility with you, bu phone or in person.

The Institute for Humanistic Studies has sponsored two successful
earlier conferences: "HELIOS: From Myth to Solar Energy" (1978)
and "APOLLO AGONISTES: The Humanities in a Computerized World"
(1979). I am enclosing programs for these in order to giwe you
some idea of what we do.

I look forward to hearing from you at your earliest convenience.
Thank you for your consideratonn.
