Dear Mr. Doellefeld and Mr. Carlucci:

Thank you for your recent letter regarding the University at
Albany hosting the 1997 Empire State Games.

We, too, are excited about returning the Games to Albany and
to the University. And we certainly realize the changing
budgetary realities for all state funded and related
activities - including this very popular program.

I am glad that you had mentioned that you will be developing
precise costs as early as possible as this will enable our
Games’ staff to analyze those areas of budgetary concern and
work with you and with the Local Organizing Committee on
developing solutions. And, certainly, you have my support
in working together to keep costs down (for all concerned)
while providing benefits to the Games and to your campus.

We understand that there is a mutual benefit to this
Situation and we are confident that together we can come up
with some creative ways to address these issues.

FOREWORD

Welcome to Syracuse for the thirteenth annual
Empire State Games.

The New York State Office of Parks, Recreation,
and Historic Preservation, sponsor of the Games, is
eager to showcase the many talented amateur
athletes who participate in the Games. This year we
return to our “Home”, Syracuse, where the Games

began in 1978.

We urge you to completely familiarize yourself with
the contents of the Games Plan, the handbook of the
Empire State Games. It will provide you with virtually
all of the information you need for your stay in
Syracuse, including a Code of Conduct, bus sched-
ules, dining hall hours, and the competition pro-
gram. Any changes in the Games Plan information
will be posted in the dorms and your regional office.

Since the Games began in 1978, we have been
proud of the many achievements that have been ac-
complished, as well as the exemplary behavior
exhibited by the thousands who have performed. By
reading the Games Plan and observing its regula-
tions, abiding by the Games Code Of Conduct and
keeping abreast of new information, we can return
the favor by making the 1990 Games the most suc-
cessful amateur athletic event ever held in New York
State.

By qualifying for the Empire State Games you have
established yourself as winners. Now, enjoy the
competition, and your stay in Syracuse, and return
to your communities with pride.

Dear Athlete,

By virtue of having qualified for the Empire
State Games, you have established yourself as one
of the outstanding amateur athletes in New York
State. You are following in the footsteps of many
others who have eventually gone onto greater fame
as Olympians, World Champions, professional ath-
letes, coaches, and role models in their communi-
ties.

Unfortunately, we read about the small
percentage of athletes who have succumbed to the
false lure of steroids and other drugs as a means of
achieving success. As they ultimately learned, and
most of your already know, there is no substitute for
hard work, dedication, and many hours of practice if
one is to attain, and sustain, a reputation as an

outstanding athlete.

One of our objectives is to assist in the

development of athletes who will go back to their
communities as role models - models not only of
athletic prowess, but of strength of character and
discipline worthy of being recognized as one of the

finest athletes in this Empire State.

ID CARDS, KEYS AND CHECK-IN

When registering at their residence halls, athletes, coaches and offi-
cials will be given Empire State Games ID Cards and keys to their rooms.
To receive these items the athlete's ticket must be presented at the
registration table. The “key’ portion of the ticket will be retained in
exchange for a room key and ID card. Room keys should be attached to
the ID cards right away.

The ID card, which should be worn around the neck, is necessary for
admission to University housing, recreational facilities, and shuttle buses
to competition sites. It also serves as a meal ticket to the dining centers.

People who lose their ID cards or keys should report to their residence
hall main desk with a coach or with a Games representative. People who
lose their keys will be charged $21.50 for a replacement, since the lock
must be changed.

if a card or key is found, it should be taken to the Syracuse University
Housing Headquarters, 108 Lehman Hall, 606 University Ave., between
the hours of 8:30 a.m. and 4 p.m.

Residence hall check-in hours after Wednesday will be held on

Thursday 8/2 and Friday, 8/3 between the hours of 4:00 p.m. and 12
midnight ONLY. There will be no check-in hours after midnight on Friday.

UNIFORMS

In order to receive a uniform a Games participant must present the
“uniform” ticket from the athlete’s pass. Upon presentation of the ticket a
warm-up suit and appropriate competition uniform will be issued. The
uniform must be worn during all competition. An athlete not wearing a
Games uniform will not be allowed to compete.

All uniforms are property of the State of New York until 5 p.m., August
5. Those participants unwilling to abide by the Empire State Games Code

of Conduct risk surrendering their uniform at the request of the Games
Executive Director.

Each region of the Games has its own uniform color combination.

LINEN

Each Games participant will get three towels, two sheets, a blanket, and
pillowcase when arriving at the dormitories. This is the only linen that will
be issued;extra towels will not be available at the competiton sites or in the
residence halls. Used linen must be returned to the front desk when you
leave. You will be billed for any missing items as follows:

Pillowcases $1.75 each Blankets $9.50 each
Sheets $6.50 each Towels $2.50 each
Pillow $6.25 each

LAUNDRY FACILITIES

People staying in University housing can use the self-service laundries
in their buildings. Most machines are in residence hall basements. Check

at the main desk of your residence hall for the exact location in your
building.

MEALS

SYRACUSE UNIVERSITY

Empire State Games athletes and officials can eat at their assigned
dining halls by presenting their ID card. Participants may enter the Dining
Hall only once during a given meal period. If you do not have an ID card
with you, you must pay for your meal. Rates are Breakfast-$4.00, Lunch-
$6.00, Dinner-$8.00 The first meal during the Games will be Wednesday’s
breakfast, which will be served only at Kimmel, and the last will be lunch
on Sunday, in all dining halls.

On Wednesday, the Kimmel breakfast will run from 7 a.m. to 9 a.m.
with a continental breakfast available from 9:00 a.m. to 10:30 a.m. Lunch
will be served at Kimmel, Brockway, Graham and Shaw, from 11 a.m. to
2:30 p.m. Dinner will be served at all dining halls from 3:30 p.m. to 5:30 p.m.

After that the regualr schedule at Graham, Brockway and Shaw is:

Breakfast: 6:30 a.m. to 9:00 a.m.
Lunch: 11:00 a.m. to 1:30 p.m.
Dinner: 4:30 p.m. to 6:45 p.m.

For people who can’t meet that schedule because of conflicts with
competiton schedules, Kimmel will have extended dining hours as
follows:

Breakfast: 5:30 a.m. to 10:30 a.m.
Lunch: 11:00 a.m. to 3:00 p.m.
Dinner: 4:30 p.m. to 9:30 p.m.

On Sunday, the schedule in all dining halls is as follows:

Breakfast: 6:00 a.m. to 10:00 a.m.
Lunch: 10:30 a.m. to 2:00 p.m.

Several campus facilities will be operated on a cash basis for meals and
snacks. Empire State Games ID cards cannot be used as meal tickets at
these alternate locations. ID cards may be used only at dining halls.

LEMOYNE COLLEGE

On Wednesday, lunch will be served in the Dining Center from
11:00 AM to 2:00 PM. Dinner will be served from 4:00 PM to 6:00 PM. After
that the regular hours will be:

Breakfast: 5:30 AM to 10:30 AM

Lunch 11:00 AM to 3:00 PM

Dinner 5:00 PM to 9:30 PM
Sunday Hours are: Breakfast-6:00 AM to 10:00 AM ;Lunch-10:30 AM to
2:00 PM.

MEDICAL AID

lf an athlete suffers injury or illness, first aid can be provided by one of the
more than 70 trainers here for the Games. A trainer will be on hand at most
events and will be available daily between 9:00 p.m. (after the orthopedic
clinics are completed) and 12:00 midnight at each region's living quarters.
Ice for the treatment of athletic injuries can be obtained from trainers at
these sites:

Doctors will be at at the competition sites for most sports.

Report all illness or injury to the nearest trainer. If one is not available,
the Student Health Center at 111 Waverly Ave., between South Crouse
and Univeristy Avenues will be open for treatment.

MEDICAL AID (cont'd)

The health center will be open with nurses on duty from 7 a.m. to 11 p.m.
Wednesday through Saturday, and from 7 a.m. to 4 p.m. Sunday. Physi-
cians will be there from 9 a.m. to 4:30 p.m. Wednesday through Friday,
9a.m. to 1 p.m. Saturday and Sunday. An orthopedic clinic will be
conducted from 2-4 p.m. and 7-9 p.m. Thursday through Saturday.

For treament of serious illness or injury, the health center will refer
people to nearby hospitals - Crouse-Irving Memorial, Upstate Medical
Center, or St. Josephs. Individuals referred to any hospital are respon-
sible forall bills they may incur, The Empire State Games cannot pay

After 11 p.m., competitors who need medical care should contact their
coaches or regional director who will know who to contact to take care of
medical problems.

Transportation is available (cost to be borne by the athlete) from on-
campus sites to the hospitals 24 hours aday through SU ambulance, which
can be reached at 443-4299. People should not go to the hospital alone.

QUIET HOURS & CURFEW

So that participants can be well rested, people in University housing are
expected to observe quiet hours from 10 p.m. to 7 a.m.

All participants must be in their rooms by midnight. Violators will be
asked to leave the Games.

SAFETY AND SECURITY

SU Security, the Campus police department, is open 24 hours a day to
help with any problems. The office is in the basmentof SIMS IV,on the east
side of the main campus Quadrangle, on College Place. The phone
number is 443-2224. LeMoyne Security can be reached at 445-4444.

The lost and found department is part of the security office.

SU security officers wear uniforms with grey shirts, and drive white cars

with orange and blue striping. Officers will be stationed on campus during
the Games to help with traffic flow and to answer questions. LeMoyne
Security wear blue shirts.
Syracuse City Police work with SU security to patrol the campus. City
Police uniforms have blue shirts, and officers drive white and blue cars.
After dark the campus is patrolled by a canine corps. People should not try
to pet the trained attack dogs.

Thornden Park borders the SU campus. DO NOT go into the park
at night, whether accompanied or not.

WEAPONS MUST BE STORED

In general, no firearms, knives, or other weapons are permitted on
campus, according to New York State Law and the Games Code of
Conduct.

However, people who bring weapons with them for the shooting com-
petitions are to store the weapons in the security office.
It is recommended that the weapons be picked up between 7 and 9
a.m., and returned after the day’s competition. Weapons can be cleaned
in the fire safety inspector's area in the security department.

Any athlete who violates this regulation risks being expelled from the
Games.

CAMPUS TELEPHONES

Almost all of the phones in the corridors of dormitories and other
Syracuse University buildings are mechanically restricted, so they can be
used only to reach and receive call from other campus extentions.

Using those phones, people can reach other SU phones by dialing the
last five digits of the phone number. All SU numbers begin with 443:when
dialing form a campus phone, begin with the 3. For example, to call the
safety department from a campus phone, instead of dialing 443-2224, just
dial 3-2224.

These restricted phones are usually labeled as such, and won’t work for

off-campus calls. Nearby, usually on the same floor, will be a pay phone
to use for both local and long distance calls.

NO MAIL DELIVERY TO ROOMS

Mail will not be delivered to Games participants staying in University
housing. There is a United States Post Office branch in the arcade off
South Crouse Avenue, between Marshall and East Adams Streets, and
U.S. Mail boxes at various locations across campus.

REGIONAL HEADQUARTERS

Each Region has Regional Headquarters located in one of the dormi
tories in which it is housed. The Headquarters serves as the office for the
Regional Director and Regional Staff and also functions as the communi-
cations center for new information. Games participants should check the
nearby bulletin boards in the mornings and evenings for announcements
and results.

The Regional Directors or one of their representatives will be on duty
at these headquarters on a 24 hour basis throughout the Games.

CODE OF CONDUCT

l. PREAMBLE

All athletes, coaches and officials associated with the Empires State
Games shall conduct themselves in a responsible manner at all times
both on and off the field of competition. Honesty, respect, sportsman-
ship and fair play shall be the Code of Conduct of all individuals so that

the honor and dignity commensurate with competitive amateur athletes
will be respected.

ll. UNIVERSITY AND EMPIRE STATE GAMES REGULATIONS

In order to insure an atmosphere of healthy competition and to protect
the property of Syracuse University and Lemoyne College, the following
regulations will be in effect during the entire period of the Empire State
Games, August 1-5, 1990. Violations of these standards shall be grounds

for immediate removal from competition and expulsion from University
property and facilities:

(A) Living Accomodations. All living accommodations in
University are being paid for by the New York State Office of
Parks, Recreation and Historic Preservation, and that office
maintains its right to have designated personnel enter and
inspect any such room and items contained therein.

(B) Vandalism and Damage. All persons residing in University
housing during the Games shall be personally responsible
for any negligent or intentional damage to University

property.
(C) Alcohol. No one is permitted to possess or consume
alcohol on any University property-building or grounds.
(D) Curfew. All participants must be in their rooms by midnight.
(E) Pets. No pets are permitted in University Housing.
(F) Quiet Hours. Participants shall observe reasonable levels

of quiet for sleep from 10:00PM to 7:00AM. At all times,
consideration should be extended to all residents with

respect to quiet. Many athletes must compete early in the
morning.

(G) Entrance to Halls. Only participants associated with the
Games are permitted in University Housing and admission is
by presenting a personal Empire State Games ID badge.

(H) Firearms. No firearms, knives or other weapons are
permitted. 8

(I) Safety Equipment. Fire fighting, detection and alarm
equipment are not to be tampered with except in the case of
a fire.

(J) Candles. No candies are allowed in University Housing.

(K) Cooking Devices. Electrical cooking devices are prohibited

in residence halls.

(L) Food Service. Meal cards are to be used by authorized
participants and are not to be loaned. No food may be
removed from the dining halls. Participants must wear
shoes and shirts while in the dining halls.

(M) Parking. Parking permits must be properly disiplayed and
used in an appropriate area. Parking is available on a first-
come, first-served basis and parking is prohibited in fire-ianes,
no-parking areas, loading zones, and handicapped-parking
areas. Overflow parking is available at the Manley Field House
commuter lots. ALL PARKING IS BY PERMIT ONLY. Viola-
tion of parking conditions may result in the issuance of viola-
tions, immobilization, and/or towing of vehicles.

Participant Parking: All people involved in the Games are
entitied to a free parking permit. Parking conditions are
described on the reverse side of these permits.

Spectator Parking: All spectators must purchase parking for
$3.00 each time they enter a S.U. lot, or purchase a $6.00
Master Parking Pass which permits unlimited parking privi-
leges in any designated lot.

(N) Other Rules and Regulations., The University may impose
other rules and regulations for the conductof participants in the
Empire State Games occupying University housing. Such
rules and regulations shall be binding upon publication.

(O) Civil and Criminal Laws. Acts that are also violations of the
general civil and criminal laws are prohibited. These include,
but are not limited to, gambling, theft, the possession, sale
or use of narcotics or other dangerous or illegal substances,
disorderly conduct, and assult and infringement of the rights
of others.

lll. Violations and Appeals
Designated University Staff Members, Empire State Games Represen-
tatives and Residence Hall Staff Members may recommend to the appro-
priate Regional Director or the the University Director of Summer Confer-
ence Services, appropriate disciplinary action for individuals in violation of
the foregoing rules and regulations. Upon such recommendations, any of
the above Directors may act to immediately exclude and remove any
participant from the University Campus and from the Empire State Games.
The intention to appeal must be filed with the Empire State Games
Executive Director immediately upon notification of the decision by the Re-
gional Director or the University Director of Summer Conference Services.
All athletes are automatically suspended from competition pending a
decision by the Executive Director. All decisions of the Executive Director
are final, while the Games are in progress. A further appeal can be made
to the Deputy Commissioner of Regional Administration, Empire State
Plaza, Agency Building 1, Albany, N.Y. 12238, as soon as the competition
has been completed.

The Empire State Games, America’s first and finest
State Games, began in 1978 to provide New York’s
best amateur athletes opportunities to compete,
develop and be seen in Olympic style competition.
The New York Empire State Games served as the
prototype for all subsequent State Games, which
now number forty-four. For the first time in its
history, this year’s Games will be hosted by the City
of Albany.

Nearly 7,500 athletes will gather for the excitement
of the opening ceremonies on JULY 24 AT THE
UNIVERSITY AT ALBANY, and then compete in 28

sports over the course of the next four days in
venues throughout the Capital District.
