Perfect Policy Analysis

Central Council will have trouble with any stipend policy it chooses to
support, because of the basic philosophical disagreement between those
receiving and those appropriating the money.

Members of student groups are on the receiving end, and they see
stipends as an expression of thanks — from the University in general and
Student Association in particular. Students doing group work
traditionally receive little credit and much blame, and their jobs, while
possibly educational in some manner, are rarely gratifying in any sense
of the word.

‘Central Council, however, seems to view the stipend as an alternative
to working and earning money in the real world, The value of a stipend,
in their eyes, is monetary rather than symbolic — perhaps because there
is more for the ego in giving handouts than saying thanks.

It is casier for students in SA groups to see the symbolic side of the
stipend issue, for they are convinced that their work is worth two or
three times the actual amount of the stipend. Stipends wil s betoo
small; the important part is that they are there at all.

So naturally, tempers have flared when past Councils have arbitrarily
cut the stipend fines of certain groups. There will always be someone to
do the job for free, but that’s not the point. A thank-you is a difficult
concept to reduce to atdollar amount. And itis even more difficult to put
41 quantitative value on the rewarding/ non-rewardingaspects of the job.

Daniels Band: A Touch
Of Southern Comfort

UCBs Palace Theater concert series
got under way Friday night, as a packed
hall listened to the southern music sound
of the Charlie Daniels Band, and their
guests, the Winters Brothers Ban

‘Concert Board got the bargain of the
semester in getting the Winters Band to
appear for the grand total of $750. They
seemed to have maturéd as 1 group over
the past year, with their material lending
isell nicely toextensive soloing:and jams,
Unnlortunately, they refuse to dase. Their
music played as it appears on their
sibum, leading 10 predictability and
ultimately, to boredom,

The band is not without its good
points, however. Their ode to marijuana
