pus in the 1960s, the introduction of innovative new programs,

UAlbany's Great Danes, spectacular growth, the kickoff of a major

he caps, gowns, and hoods worn at college and
university functions date back to the Middle Ages. Monks
and students of those days wore them to keep warm in the
damp and drafty 12th-century castles and halls of learning.
The gowns for the bachelor’s degree, earned after undergradu-

ate study, have long, pointed sleeves and are designed to
be worn closed.

The holder of the master’s degree wears a gown with an
oblong sleeve open at the wrist. The sleeve base hangs down,
and the rear part of its oblong shape is worn square cut. The
gown may be worn open or closed. An alternate and older
master’s gown is also permissible. The gown is always worn
open, has a long sleeve, which is square and closed at the end,
and has a slit near the forearm.

Gowns for the doctoral degree may also be worn open or
closed, but they carry broad velvet panels down the front and
three velvet bars on the full, round, open sleeves. The velvet
trimming may be either in black or the color distinctive to the
field of learning to which the degree pertains.

Academic gowns for each level are black, although a few insti-
tutions permit doctoral recipients to wear gowns of the charac-
teristic institutional color.

Academic protocol allows trustees, presidents, and marshals of
higher education institutions to wear gowns which are especially
designed and colored. The president of the University at Albany
wears a black and royal purple gown bearing four horizontal royal
purple and gold bars on the sleeves. The marshals’ gowns at
UAlbany are gold and blue.

Caps may be of serge, broadcloth, or, for the doctoral outfit only,
of velvet. The tassel is black or the color appropriate to subject,
except the doctoral cap may have a tassel of gold or bullion.

It is the hood that gives color and real meaning to the academic
costume. The bachelor’s hood is sometimes worn upon com-
pletion of the course, even though the degree has not yet
actually been conferred. A black shell of varying size for the
three degrees, and of material to match the gowns, is lined

with silk in the colors of the institution conferring the degree.
UAlbany’s institutional colors are royal purple and gold.

The hoods of the master’s degree recipients are a black shell
made of material to match the gown and use the institutional
colors. The doctoral hood, which uses the same institutional
colors, is larger and of a different style, having a flat panel at the
back. The hood is bordered with velvet of the proper width to
indicate the degree and of the color signifying the field of learn-
ing to which the degree pertains.

ACADEMIC HERALDRY

lf more than one degree is held, the gown and hood of the
highest degree are worn. Holders of several doctoral degrees
may make a choice of hood for any particular occasion. The

colors indicative of the various fields of learning are as follows:

Graduating students at UAlbany wear tassels of the
color representing their field of study. Honors graduates
of the baccalaureate program also wear honor medallions.

Candidates for degrees are listed as of April 13, 2006.

No changes in status could be made after this date.
Honors for degree candidates were computed using the
cumulative grade point average as of December 24, 2005,
and a projection that the student will have earned 56 or
more credits at UAlbany, of which a minimum of 40 credits
are A-E graded. Official honor status will be recalculated
when spring 2006 grades are recorded and will appear on
the diploma.

MAUREEN A. BAGINSKI, B.A’77, M.A’?79
Doctor of Humane Letters

AIC A. BAGINSKI, B.A‘77, M.A’79, exemplifies excellence in service to our nation.

During 26 years of public service, Ms. Baginski distinguished herself first at the National Security Agency (NSA) and then at the

Federal Bureau of Investigation (FBI). In both agencies, she was known as a catalyst for change. She was a leader who could
remake, reorganize and reinvent the ways those institutions carried out their missions to be more effective in meeting today’s

intelligence challenges.

At the FBI, which she joined in May 2003, she was charged with re-inventing the Bureau’s intelligence program to dramatically
strengthen counter-terrorism efforts. As she put it, she was responsible for ensuring that the “dots are connected” and for “putting

in place the policies and processes necessary for intelligence production”

In her two years as director of the FBI's intelligence program, she was credited with considerably enhancing the bureau’s capacity
to fuse and use intelligence from across the agency. Ms. Baginski developed and built an intelligence infrastructure to manage all
FBI intelligence activities, from collection to dissemination, and ensure that the FBI's intelligence activities were integrated with its

investigative operations. She also led the development of a professional Intelligence Career Service.

When the FBI established a National Security Branch in August 2005 that consolidated the FBI’s counterterrorism, counterin-
telligence, and intelligence programs, FBI Director Robert S. Mueller Ill said it was being constructed on “the strong

foundation that Maureen built”

At the NSA, which she joined in 1979, she was also credited with leading significant changes. Her first assignment at the NSA
was teaching Russian at the National Cryptologic School, and, over the next two decades, she moved into top management posts,
including head of the NSA's 24-hour watch center. In 1999, she co-authored a report dissecting the NSA’s computer, personnel
and code-breaking problems, and she was assigned to fix the problems by creating and leading a new directorate for signals intel-
ligence. She and her team led a successful transformation of processes, organizations and technology to meet the challenges of

21st Century signals intelligence. She earned the moniker of “the Vision Lady’

The assignments she took on were often daunting, and yet, through her doggedness, creativity, and tremendous capacity for hard
work, she managed to overcome resistance to change and other challenges, and to institute new approaches and structures that

improved the ways the agencies carried out their important work.

She credits the University at Albany with giving her a “fabulous foundation” for her career. She earned both bachelor’s and
master’s degrees in Russian from UAlbany, and she spent a year in Moscow as an exchange student at the Moriz Torez Foreign
Language Institute. The harsh conditions of Soviet life made her appreciate America, she said, and she returned determined to

work in public service.

Her record of public service has been truly exemplary, and it is with tremendous pride that the State University of New York

recognizes Maureen Baginski with the honorary degree of Doctor of Humane Letters.

ALPHONSE FLETCHER JR.
Doctor of Humane Letters

| i fale FLETCHER JR. has distinguished himself for his acumen and success in finance and investment management,
and for his philanthropy on behalf of the environment and education, including major initiatives that seek to improve race relations

and to illuminate civil rights issues.

After graduating from Harvard University with a bachelor’s degree in applied mathematics, Alphonse Fletcher Jr. began a career in
finance with Bear, Stearns & Co. Inc., and continued as a senior vice president with Kidder, Peabody & Co. Inc., where he founded
and managed a team that invested the firm’s own capital. In 1991, he founded Fletcher Asset Management, Inc., a company for
which he serves as chairman and chief executive officer. Fletcher Asset Management, Inc., specializes in direct investments in
established and emerging growth companies managed with a view toward environmental and social sustainability. The firm is also
highly regarded for its use of sophisticated quantitative techniques in developing investment and hedging strategies. Mr. Fletcher,
who also holds a master’s degree in environmental management, has spoken often on sustainability and quantitative finance at the

nation’s premier business and management schools and universities.

Mr. Fletcher began sharing the fruits of his success at an early age. In 1996, shortly after his 30th birthday, gifts to his alma mater
were used to create an endowed university professorship to honor his father and the experience he and two brothers had at Harvard.
Through his company and The Fletcher Foundation, he has co-sponsored exhibitions featuring the work of African-American artists,
promoted distribution and use of Encarta Africana, a CD-ROM encyclopedia developed by leading African-American scholars and
the Microsoft Corporation, and worked on a variety of conservation projects including forest de-fragmentation, the creation of

urban parks, wetlands restoration, coastal ecology studies and the preservation of historic architecture.

Most recently, in 2004, Mr. Fletcher's deep belief in education as a transforming agent was advanced in dramatic fashion when
he announced a $50 million initiative in conjunction with the 50th anniversary of the landmark Brown v. Board of Education U.S.
Supreme Court decision. This program will provide prestigious individual fellowships, scholarships and institutional grants for
projects designed to promote racial equity and to improve race relations. Initial awards, selected by a committee of distinguished

scholars, were made in April 2005 to a group of twelve artists, writers and scholars.

Mr. Fletcher's contributions to business and society have been recognized through the 1999 Ernst & Young New York City
Entrepreneur of the Year Award, the Sponsors for Educational Opportunity’s 2002 Leadership Award, and the 2004 United
Negro College Fund’s Extraordinary Black Man Award.

Given Alphonse Fletcher Jr's remarkable success, his abiding commitment to education and educational institutions and his belief
in the importance of opportunity and race relations to the future of American society, the State University of New York is proud to

recognize him with the honorary degree of Doctor of Humane Letters.

VINCENT O’LEARY
Doctor of Laws

n his 13 years as President of the University at Albany, Vincent O’Leary proved to be the ideal leader for a challenging era.
At a time when critical choices were demanded, he charted the University’s future course and guided its development into the

multi-faceted research university it is today.

A nationally recognized scholar in the criminal justice fields of probation and parole when he joined the University in 1968, he
never sought but increasingly was asked to take on crucial leadership roles, first as acting dean of the leading school of criminal

justice in the nation.

Then, in the mid 1970s, as harsh fiscal constraints required that the University make sacrifices and establish fiscal priorities as

never before, he became chair of the Select Committee that guided the institution through budgetary crisis and retrenchment. In
1977, responding to near unanimous urging, he agreed to serve as acting chief executive when the previous University President
resigned on short notice. After 12 months as an interim leader, he accepted the Board of Trustees’ recommendation to become

the University’s permanent 14th President.

As President, he lost no time in forming a new management team that fully transformed the University from a college for teachers
to a major university center. He fostered greater engagement of institutional units in the planning and budgetary process, resulting

in increased academic growth and a higher level of excellence.

Through his acumen and charm, he instilled the campus with a new sense of confidence and pride in its mission. He led boldly
as core Ph.D. programs were restored and new ones of national leadership were developed at the Rockefeller College of Public
Affairs & Policy and the School of Public Health.

He oversaw the University’s first international exchange efforts in research and scholarship. Reflecting his personal experience in
overcoming physical handicap, he instituted the campus’s Center for the Disabled. He established student traditions such as the
Candle-Lighting Ceremony and Fountain Day. He approved the first expansion of residential housing on the Uptown Campus, the

construction of the University's first athletic field house — the RACC — and a new science library.

He also understood the growing need for new funding to ensure institutional growth. He oversaw the creation of new research
centers, attracted a dynamic new faculty and saw external research funding increase three-fold between 1979 and 1989. And he

laid the groundwork for the University’s first major capital campaign.

Over the course of his tenure from 1977 to 1990, he witnessed the growth of diversity on America’s campuses and responded
dynamically, successfully promoting increased minority numbers in faculty, staff and the student body. When racial tensions
grew in the late 1980s, his administration created initiatives to ease group tensions and promote understanding. And, with the
establishment of the “Principles for a Just Community,’ he affirmed the institution's commitment to the ideals of justice. These

stated Principles remain as guideposts for the University today.

Dr. O'Leary's wisdom, style, wit and intelligence were essential ingredients in the University’s successful transformation into an
institution of national prominence. It is with tremendous pride that the State University of New York recognizes Vincent O'Leary

with the honorary degree of Doctor of Laws.

COMMENCEMENT 2006

This year, UAlbany President Kermit L. Hall introduced a new Commencement tradition: recognition of three high school
teachers who have had a substantial impact on the educational aspirations and success of some of our graduates.
Graduating seniors were asked to nominate teachers who had made a difference in their lives. In honoring each of them,
we also honor the many other individuals who have served as mentors and guides throughout our students’ educational
journeys. We congratulate this year’s honorees on the superb work they are doing to help form the educational values and
attitudes of our next generation of leaders.

ATHLEEN MCCLAIN, a teacher at Arlington High School in LaGrangeville, New York, was nominated by Erin Messick.
Erin started her nomination by saying that high school was one of the worst things that ever happened to her and that she
was a “bitter, violently angry, and depressed teenage loner.” Mrs. McClain, she said, “was one of the first people to reach
out and sincerely try to help” Today Erin is graduating Summa Cum Laude, with a Bachelor of Science in Biology.

Ms. McClain earned a master’s degree at SUNY New Paltz and has taught Spanish for more than 24 years. Ms. McClain
also runs a cultural diversity organization at the high school (S.H.A.D.E.S. or Same Hopes and Dreams, Everyone
Succeeds), that promotes tolerance and respect. “This is what it’s all about; she said. “I've been teaching for almost 25
years, and it’s knowing that you've made a difference in the lives of your students that makes it all worthwhile-’

ICHARD PERRY, an English teacher at Sanford H. Calhoun High School in Merrick, New York, was nominated by Cory
Gimbel, who is graduating with a Bachelor of Science in Business. Cory said that Mr. Perry helped him to understand that
it was ok to take a chance on going away to school and encouraged him to follow his dreams. “All in all?” he said, “Richard
Perry is more than just a teacher. [He is] my mentor and, most importantly, my friend’

Mr. Perry, who has a master’s in English from Adelphi University, has taught all levels of high school English and currently
teaches eleventh grade. He is co-adviser to Calhoun’s mentoring program and adviser to Hoofbeats, Calhoun’s student-run
newspaper. His teaching philosophy is to teach his students to appreciate literature’s greatest works while at the same time
helping them formulate their own independent opinions.

TEPHEN SWINTON, Science Supervisor at Shaker High School in North Colonie, New York, for 14 years, was nominated
by Alison Horton, who is graduating Summa Cum Laude with a bachelor of arts in Geography and Planning. In her nomination,
Alison spoke of Mr. Swinton’s endless “kindness, generosity, wisdom and selflessness.” According to Alison, In addition to
the periodic table of elements, the laws of Newton and the geologic time scale, “he taught the values of morality, determination,
self-confidence and integrity:

Steve Swinton received his master’s degree in education and several certificates of advanced study in educational
administration from the University at Albany. He began teaching in 1971 and served as principal, superintendent and busi-
ness manager for the Green Island Schools. He served as Science Supervisor in the Bethlehem Schools, and then was
named Science Supervisor at Shaker High, where he also taught physics, chemistry and earth science.

Mr. Swinton’s untimely death in the spring of 2005 left a huge hole in the lives of his students and former students, as well
as the lives of his family and friends.

Undergraduate and graduate students are nominated for this distinction from across the
entire State University of New York. The award is presented by the Chancellor to students
who have demonstrated outstanding academic achievement and have received national
or international recognition for their efforts. Recipients of this high honor have typically
distinguished themselves in their academic work and in a variety of other domains includ-
ing athletics, service, publication, conference presentation, or artistic performance.

The goal of the Inaugural Scholarship Fund is to assure that qualified undergraduate stu-
dents have the financial resources they need to attend UAlbany. Established by UAlbany
President Kermit L. Hall when he took office in 2005 in lieu of a formal inauguration, this
fund provides need-based undergraduate student scholarships as well as scholarships
for students who have been admitted to the new Honors College. This scholarship may
be awarded to either current UAlbany undergraduate students or incoming freshmen.

PHI BETA KAPPA Phi Beta Kappa, established in 1776, is the nation’s oldest and most respected undergrad-
uate honors organization. Its name comes from the initials of its Greek motto meaning “love
of wisdom, the guide of life’ Its mission is to foster and acknowledge excellence in the lib-
eral arts and sciences. Members are elected from candidates for degrees in the liberal arts
and sciences, usually from the upper tenth of the graduating class. Election is based not
only on the quality of academic achievement as measured by the GPA, but also on the
breadth of study in the liberal arts and sciences. Phi Beta Kappa seeks to recognize stu-
dents of high intellectual and moral character who demonstrate broad intellectual interests
and understanding. The following undergraduate students were elected to Phi Beta Kappa.

Jewish students at the University at Albany founded the Kappa Beta Fraternity in 1937,
and it flourished for many years. The Kappa Beta Memorial Scholarship, established

The Class of 1952 Scholarship

An annual award issued in the name of one or more distinguished teaching faculty who
were associated with the College for Teachers during some or all of the period 1948 to
1952, during the undergraduate years of the Class of 1952. This scholarship is awarded
to a student of either junior or senior undergraduate status who is outstanding in both
academic and extra-curricular activities. This year, the award was given to a student in
the Department of Mathematics, in honor of and in the names of Professors Ralph
Beaver, Caroline Lester and Nura Turner.

The men’s basketball team made history by beating the University of Vermont 80-67 to take the America East Conference
Championship for the first time ever in 2006. They capped off the 2005-2006 season with a heart-pounding near win against the
number 1-seeded UConn Huskies in Albany’s first-ever appearance in an NCAA tournament as a Divison | program, making the
whole UAlbany community proud. Since September 2002, UAlbany has won or shared 14 conference championships, including
America East Conference championships in Men's Lacrosse, Men's Indoor and Outdoor Track & field, Women's Golf, Women’s
Volleyball, Softball and two Northeast Conference Football championships.

BOOR SCULPTURE STUDIO
The Boor Sculpture Studio opened its doors in 2002
with the help of Terri Cosma Boor, sculptor and
UAlbany alumna. This 20,000-square-foot building
houses several fine arts classrooms and workspaces.
Among these are a modeling classroom, sculpture
studio, foundry/metal working area with an overhead rail
system and an outdoor work pad for assembling and
loading large-scale artwork and material, a three-
dimensional design room, a wood/pattern shop, and
several offices. The project is an impressive step in
expanding the University’s arts programs by providing a
workspace for students to develop and hone their skills.

ARCHITECTURE SEMESTER

The spring 2006 semester was dubbed the “Architecture
Semester, celebrating both the Universitiy’s architecture
and that of our historic city. The UAlbany community
experienced Albany in a new light through performances
and seminars throughout the semester. The goal of the
project was both to inform and to celebrate our historic
surroundings. The University also offered such courses as
“Architecture of Two New York State Capitals: New York
City and Albany,” “Gothinc Art and Architecture” and
“American Architecture and Western Tradition.”

2005-2006 saw UAlbany’s first “Reading Project,” launched by the Office of the Provost.
Some 2,500 copies of Tracy Kidder’s Novel, Mountains Beyond Mountains were distributed
to faculty, staff and students as a foundation for the project. During the spring semester,
faculty and students lead small discussion groups focused on the novel, leading up to a
visit to campus by the book's Pulitzer Prize-winning author, Tracy Kidder.
