Construction of Installation and base for Telescope, Earth and Atmospheric

| attended the bid opening for the abeve project on April 19 at the Office
of General Services. There were six bidders, ranging from $10,738 to $48,760. The
low bidder was John Muir, Ine. of Cohoes, New York.
The assessment of the John Mulr firm was satisfactory, but his bld exceeded
the allocated amount released by the Diviston of the Budget by $338. 1 made repre#
sentations to the Central Office to see If they would cover the difference so that
the contract might be awarded and we would not have to start all over again and we
would have to go through tae total sequence of additional events, etc. The Central
Office was unable to be helpful here, and Indicated that the only two opttons that
were open were (1) to go the normal route to the Divislon of the Budget and ask
for approval of the $338 or (2) to see If the University would be willing to fund
the difference.
By all measurements the second option was the better so | approached the
Astronomy Department, and, through the services of Frank Jettner, secured his ap-
proval of granting the $338 from his operating account. The necessary papers were
then filled out and this fund, together with the Budget allocation of $10,400 was
accepted by Central Office and used for placement of the contract. The contract
was awarded at 9:00 a.m. today and Mr. Mulr fs our contractor.
Active work should start In a week or two and the base of the Telescope
should be completed by the end of May, thus affording the month of June for the
Installation of the Telescope Itself. The Telescope had already been purchased
some time prior to this and Is on hand awalting Installation In the Schenectady
County Airport hangar, courtesy of A.S.R.C. {f all goes according to plan, the
Installation should be completed by thls summer, In time to be used by the
Astronomy Department for summer courses.
Though one of the smaller Jobs we have handled recently, thls small but
Important project has proven to be one of the most cantankerous; delays and ob»
stacles ad InfInitum have occurred, the net effect of which has been to delay the
project about one year. Happily now thls Is settled and should soon be completed.
